Будьте бдительны!

Президент провел совещание с руководителями право­охранительных органов, на котором объявил, что чудовищное преступление, теракт, в результате которого погибли 13 минчан и более 200 были ранены, раскрыто. Злодеи схвачены, дают показания и понесут справедливое наказание... Слова Президента были обращены не только к собравшимся в зале, но и к миллионам белорусов. В эти трагические дни мы, возможно, как никогда ранее почувствовали себя единой семьей. Равнодушных среди нас нет. Вся страна сопереживала и чем могла помогала жертвам теракта. Вот что сказал Президент:
– Я просил вас, чтобы каждый день были результаты. Я хочу поблагодарить вас за эти результаты. 13 апреля в 5 часов утра преступление было раскрыто.
Чекистам и милиции понадобились всего лишь сутки, чтобы провести блестящую операцию и без шума, выстрелов и трескотни задержать исполнителей этого гнусного преступления. Сегодня в 5 утра они дали свои показания.
Главное мы уже знаем, кто и как совершил этот террористический акт. Пока еще только не знаем, зачем, но и это уже скоро станет известно. И это сегодня наша главная задача.
Еще раз подчеркиваю. Я исключительно благодарен сотрудникам Комитета госбезопасности, нашей милиции, сотрудникам прокуратуры, всем силовым структурам за эту оперативную работу. Аналитики, следователи, эксперты, выстроив четкую хронологию преступления, обработали огромный массив аудио-, видеоматериалов и, что меня особо радует, образно говоря, не выходя из кабинетов, «вычислили» этих негодяев. И затем началась активная фаза операции по их задержанию. Это достойно цивилизованной нации, где люди мозгами прежде всего борются со сложнейшими преступлениями. Для меня как Президента это важно.
Проведена колоссальная работа каждого специалиста в своей области. Отдельное спасибо сотрудникам МЧС, врачам скорой помощи и тем врачам, которые сегодня стоят у операционных столов, борются за жизнь наших людей.
Спасибо всем белорусам, которые отозвались на наш призыв. Мы получили тысячи важнейших сигналов, которые еще подлежат обработке. Я уверен, что в работе по расследованию этого гнусного преступления мы раскроем еще сотни и тысячи преступлений, которые были совершены. К слову, как мне доложили следователи, задержанные признались не только в совершении террористического акта в Минском метро, но на их совести теракты в День Независимости и совершенные еще раньше в Витебске.
Теперь мы должны в сжатые сроки, это касается руководителя следственной группы полковника Андрея Шведа, довести все следственные мероприятия до конца и направить дело в суд.
Министерству внутренних дел, КГБ, всем другим правоохранительным структурам – продолжить усиленный режим несения службы! В соответствии с моими поручениями, данными на прошлом совещании, мы ни в коем случае не должны расслабляться. «Зачистка» должна быть проведена по всем направлениям. Вы понимаете, о чем идет речь. Вы видите, каким жестоким и кровавым становится мир вокруг нас. И мы не должны допустить, чтобы у нас ситуация развивалась в таком направлении.
Еще раз повторяю: самое главное для всех нас – извлечь уроки из этой трагедии. Но уроки должны извлекать не только силовые органы, но и исполнительная «вертикаль» власти, субъекты хозяйствования, да, в конце концов, все мы, простые люди. Чудовищно, но факт: все эти негодяи, совершившие преступления, работали в обычных трудовых коллективах. Кто токарем, кто электриком. Общались с многочисленными коллегами, друзьями в тесном кругу. Неужели у окружающих, у руководителей предприятия не могло возникнуть никаких подозрений в отношении этих преступников? Не могу в это поверить. У таких людей всегда есть аномальные отклонения, и их надо было видеть...
И еще один главнейший урок – это формирование той среды, в которой мы живем. Разболтанность, разгильдяйство, отсутствие организованности недопустимы. Вся эта болтовня о «демократии», «демократизации», которую нам навязывают со стороны, ничего общего не имеет с той истинной демократией и властью народа, которая должна быть и есть в нашей стране.
Спокойная стабильная обстановка в стране на протяжении длительного времени нас убаюкала. С сегодняшнего дня каждый из нас, белорусов, должен понять, что без кардинального изменения отношения к себе, своей жизни, работе, семье, детям, окружающим мы не достигнем тех высоких целей развития страны, которые мы перед собой поставили. Жесточайший порядок, организованность, четкость, слаженность – это основа нашего дальнейшего выживания.
Народ к этому готов. Посмотрите на действия людей во время этой трагедии. Никакой паники, все встали горой друг за дружку. Сами раненых выносили, как с поля боя, своих товарищей, просто людей, оказавшихся рядом.
Люди готовы работать так, как положено. Вести себя так, как надо. На основании тех моральных устоев, которые в нашем обществе установились. Слово за нами – за властью. Чтобы мы могли этот сигнал, эти хорошие симптомы от народа усвоить и действовать в этом направлении.
Не смогу не обратить внимание на еще один важнейший момент этих дней. Он связан с попыткой создания в обществе паники. Через распространение слухов о многочисленных взрывах в стране, о том, что за этим стоит власть и так далее. Уже договорились до того, что не только власти совершают эти гнусные преступления, но и военные, милиция, правоохранительные органы и даже... церковь. Я уже распорядился найти негодяев, задержать и допрашивать, как преступников. Мне доложили, что такие люди задержаны. Обращаюсь к Генеральному прокурору: никакого прощения им! Это они создают «среду» и начинают будоражить честных и порядочных людей. Любая паника по поводу продовольствия, валюты и прочего должна пресекаться.
Не только Генеральному прокурору, но и другим правоохранительным органам также следует расследовать действия различных деятелей от политики. И прошу не путать это с тем, будто мы пользуемся моментом, хотим «наступить на какую-то оппозицию». Мы сегодня ищем соучастников и заказчиков. Может быть, эти так называемые «политики от пятой колонны» раскроют карты и покажут, кто же «заказал»? Всех допросить в рамках уголовного дела. Всех привлечь и допросить, невзирая ни на какую «демократию» и стоны за рубежом. Материалы есть. Берите, исследуйте, пусть объясняются, откуда у них эта информация. Лица этих негодяев вместе с ними показать всему народу.
Дошло до откровенного кощунства. Весь народ переживает о трагедии, скорбит о погибших, а наши европейские так называемые «партнеры» в Страсбурге рассуждают о неких правах человека. Более того, приехавшие туда наши доморощенные оппозиционеры из «пятой колонны» призывают ввести санкции против народа. Это – пляска на костях. Иначе не назовешь такое поведение. Хотя бы подождали, пока траур закончится, пока похоронят погибших.
Еще раз подчеркиваю: то, что я сказал, не касается оппозиции. Оппозиция должна и может существовать в нашем государстве. Но «пятой колонны» в стране не будет. Законы государства писаны для всех без исключения. А, помимо этого, есть еще законы морали, совести. Хотя для них они, наверное, уже стали пустым звуком.
Конкретные поручения следственной группе. Во-первых, в максимально короткие сроки завершить все процессуальные действия и направить материалы в суд. Вы знаете отношение людей. Это боль всего народа. Виновные должны понести самые суровые наказания.
Государственному секретарю, министру внутренних дел, председателю КГБ в течение месяца завершить работу по установлению незарегистрированного оружия и взрывчатых веществ. Как мне докладывают, вы активно и, главное, результативно начали эту работу. Я ранее уже сказал все вывернуть наизнанку. Все это слышали, и те, у кого вы найдете незарегистрированное оружие, взрывчатку – «черные» или «белые копатели», – всех за решетку. Только так мы сможем в будущем избежать подобных террористических актов.
Министру обороны. В течение двух недель закончить начатую ревизию складов оружия и боеприпасов. Проведите это жесточайшим образом. Как мне докладывают чекисты, оперативники поинтересовались некоторыми общежитиями военнослужащих. Чего там только нет... Там и патроны, и взрывчатка, и боеприпасы. Я требую от вас наведения порядка.
Министру здравоохранения. Самый главный вопрос сегодня – вы поработали профессионально, оперативно, многих поставили на ноги. Вы должны спасти всех раненых – для вас это дело чести. Ведь врачи не отказываются не только день и ночь оперировать, но и стоять у кровати больных людей.
Для Госсекретариата, силовых структур, Правительства, Администрации Президента. В течение месяца выработать систему мер безопасности по всей стране, которая позволила бы не допустить подобное впредь. Мы кое-что уже сделали – я просто не могу говорить об этой системе безопасности публично, – и это нас спасло при раскрытии преступления. Если бы мы не пошевелились полгода назад, нам бы это преступление было бы очень сложно раскрыть. Но благодаря технике, благодаря уму наших правоохранительных органов мы раскрыли это преступление. В этом направлении надо и далее вести работу.
Мы сами должны стать бдительными. У нас должна быть выработана четкая система работы с людьми. Каждый человек должен быть бдительным, внимательным, осторожным. Каждый человек должен ощущать личную ответственность за безопасность и порядок в стране.
Еще раз подчеркиваю: не расслабляйтесь! Это касается прежде всего милиции, военных, чекистов. Режим несения службы пока усиленный, но не потому, что мы ожидаем каких-то страшных событий. А потому, что маховик раскручен, люди вникли в ситуацию – милиция, КГБ, прокуроры. Идет активнейшая работа по всем направлениям по пресечению преступлений. Эту работу нужно закончить, ее нельзя сейчас останавливать. Поэтому продолжайте усиленный режим несения службы.
Сообщники и, возможно, заказчики. Кто они? Для нас это тоже важно.
Всех чекистов, сотрудников милиции, прокуратуры, МЧС и других, способствовавших раскрытию преступления, а также врачей представить к государственным наградам. Надо внести предложения о материальной поддержке таких людей. От выплаты денежных пособий до решения всех квартирных вопросов. Таких людей надо ценить и поддерживать. И не забывать о них. Еще раз от имени белорусского народа я благодарю вас за раскрытие этого гнусного и позорного для нас преступления.
