    <div class="field field-name-body field-type-text-with-summary field-label-hidden"><div class="field-items"><div class="field-item even" property="content:encoded"><p><strong>Заслушав и обсудив доклад первого секретаря Центрального Комитета Коммунистической партии Беларуси И.В.Карпенко «Об организационно-политическом укреплении партии и активизации работы с союзниками» Центральный Комитет КПБ отмечает, что большинство партийных комитетов ведет систематическую работу по выполнению решений Х съезда КПБ, организационно-политическом укреплении партии и работе с союзниками.</strong></p>
<p>Потенциал Коммунистической партии сегодня – это около 6 тысяч членов КПБ, 6 обкомов и Минский горком партии, 118 районных, 23 районных в областных городах и в г. Минске, 1 с правами районной – Красноармейская (парламентская), 25 городских и 382 первичных партийных организаций. В числе союзников КПБ общественные объединения, в первую очередь – Белорусское общественное объединение ветеранов, Белорусский союз офицеров, Белорусский союз женщин, общественное объединение «Белая Русь», Белорусский союз воинов-интернационалистов, Белорусский республиканский союз молодежи, осуществляются деловые взаимоотношения с профсоюзными организациями в целях социальной защиты людей труда.</p>
<p>Компартией проведен ряд мощных политических акций, которые оставили заметный след в сознании населения республики. В их числе – празднование юбилейных дат: 95-летие образования БССР и создания Коммунистической партии Беларуси, 70-летие освобождения Беларуси от немецко-фашистских захватчиков, выборы депутатов местных Советов Республики Беларусь двадцать седьмого созыва.</p>
<p>В настоящее время Компартия располагает шестью мандатами депутатов Национального собрания Республики Беларусь. 207 коммунистов избраны депутатами местных Советов республики двадцать седьмого созыва. Все они последовательно выступают за совершенствование белорусской модели социально-экономического развития страны, понимают и отстаивают законные интересы людей труда.<br />
Коммунистическая партия Беларуси выступает хранителем великих идей В.И.Ленина, достижений социализма и Советской власти, ценностей прогресса и справедливости. Коммунисты вооружены теорией научного социализма, новой редакцией Программы КПБ, которая дает четкие политические оценки и ясные ориентиры деятельности на перспективу.</p>
<p>Однако совершенствование политического и экономического развития страны, предстоящие выборы Президента Республики Беларусь, общественно-политическая ситуация за пределами республики требуют активизации деятельности партии по ключевым направлениям, укрепления всесторонних связей с союзниками и сторонниками на основе близости политических оценок и интересов, с широкими слоями населения.</p>
<p>Организационно-политическая и информационно-пропагандистская работа КПБ требуют дальнейшего совершенствования. Численность и качественное состояние ряда областных, районных и городских организаций партии не в полной мере соответствует масштабу задач общественно-политического и социально-экономического развития страны на современном этапе. В деятельности ряда партийных коллективов и первичных партийных организаций продолжают преобладать общие лозунги, вместо целенаправленной, конкретной, кропотливой работы.<br />
Центральный Комитет КПБ ПОСТАНОВЛЯЕТ:</p>
<p>1. Одобрить основные направления организационно-политического укрепления партии, активизации работы с союзниками и сторонниками партии, изложенные в докладе первого секретаря ЦК КПБ И.В.Карпенко.</p>
<p>Областным, Минскому городскому комитетам КПБ, райкомам и горкомам партии (свыше 50 членов КПБ) до 30 декабря 2014 года провести пленумы по вопросу: «О роли коммунистов в решении задач по организационно-политическому укреплению КПБ и работе с союзниками».</p>
<p>Основные направления этой работы обсудить в ходе отчетов и выборов в первичных, районных и городских (до 50 членов КПБ) организациях партии в октябре-ноябре 2014 года.</p>
<p>2. Бюро и Секретариату ЦК КПБ систематически совершенствовать тактику партии с учетом развития общественно-политической и социально-экономической ситуации в республике и за ее пределами, реализации задач, изложенных в Программе КПБ, решениях Х съезда партии, последующих Пленумов Центрального Комитета КПБ.</p>
<p>С целью активизации теоретической, аналитической работы широко использовать механизм научно-практических конференций и семинаров.</p>
<p>До 30 декабря 2014 года завершить разработку Экономической платформы КПБ на современном этапе.</p>
<p>Областным, Минскому городскому комитетам КПБ, райкомам и горкомам партии в январе-марте 2015 года на своих пленумах рассмотреть ход реализации решений десятого съезда партии, последующих Пленумов Центрального Комитета по повышению уровня идейно-теоретической и партийно-политической деятельностей. Определить дополнительные меры по ее совершенствованию.</p>
<p>3. Партийным комитетам всех уровней, первичным парторганизациям более целенаправленно работать по росту партийных рядов, их пополнению активными и убежденными товарищами.</p>
<p>Настойчиво добиваться ежегодного приема в КПБ до уровня не ниже 10 % в год от общей численности партийных коллективов, последовательного омолаживания и обновления состава партии, обеспечивая преемственность поколений.</p>
<p>С целью расширения сети организационно-политического влияния КПБ в массах усилить работу по увеличению числа первичных партийных организаций, особенно в сельской местности, повышению эффективности их работы.</p>
<p>Рекомендовать партийным коллективам в декабре 2014 года рассмотреть на очередных пленумах вопрос: «О путях и способах укрепления первичного звена партии в современных условиях».</p>
<p>4. Областным и Минскому городскому комитетам КПБ, райкомам и горкомам партии, первичным партийным организациям обеспечивать строгое соблюдение норм Программы и Устава КПБ. Всемерно укреплять дух партийного товарищества, принципиальной взыскательности и самокритики, не допускать появления политической неустойчивости отдельных членов партии.</p>
<p>Считать обязательным:</p>
<p>- систематическое заслушивание первых секретарей областных и Минского городского комитетов КПБ на заседаниях Бюро Центрального Комитета по основным направлениям партийной работы;<br />
- ежемесячные отчеты секретарей горкомов, райкомов на заседаниях бюро обкомов, Минского горкома партии о проводимой работе;</p>
<p>- ежемесячное проведение в горкомах и райкомах семинаров-совещаний секретарей первичных парторганизаций по повышению профессионального мастерства и политической грамотности секретарей «первичек».</p>
<p>Добиваться, чтобы каждый коммунист имел конкретное партийное поручение, активно способствовал усилению роли своего партийного коллектива в общественно-политической и социально-экономической жизни своего региона, района, населенного пункта.</p>
<p>Практиковать систематические отчеты членов КПБ по неукоснительному выполнению уставных требований в части своевременной и полной уплаты членских взносов, подписки на партийную газету «Коммунист Беларуси. Мы и время».</p>
<p>5. В условиях обострения идеологической борьбы, постоянных нападок на историю партии, завоевания социализма Центральному Комитету, областным и Минскому городскому комитетам КПБ, райкомам и горкомам партии давать решительный отпор нападкам оппозиции и разного рода политических раскольников, последовательно и аргументированно защищать исторический опыт социализма, показывать преимущество советского народовластия, формировать привлекательный образ и историческую неизбежность социалистического будущего.</p>
<p>Активно использовать идейно-политический потенциал юбилейных дат истории революционной борьбы и социалистического строительства.</p>
<p>Разработать и осуществить комплекс организационных и пропагандистских мероприятий, посвященных 135-летию со дня рождения И.В.Сталина, 70-летию Победы советского народа в Великой Отечественной войне.</p>
<p>В канун юбилейных дат организовать проведение «круглых столов» с партийным активом, представителями общественности:</p>
<p>а) «Роль личности И.В.Сталина в советской истории. Сталин и современность».</p>
<p>б) «Коммунистическая партия – вдохновитель и организатор Великой Победы».</p>
<p>6. Комитетам КПБ всех уровней совершенствовать стиль организационно-партийной и агитационно-пропагандистской работы, активнее овладевать новыми формами и методами деятельности.</p>
<p>Существенно усилить работу по формированию резерва партийных кадров. В ходе предстоящей отчетно-выборной кампании в первичных, районных и городских организациях КПБ осуществить ротацию партийного актива. Исходить из ленинских принципов оценки людей по их политическим, деловым и нравственным качествам.</p>
<p>Развернуть масштабную политическую работу в трудовых коллективах, профсоюзных, молодежных организациях, среди интеллигенции, используя их, как базу роста партийных рядов, расширения социальной базы партии, как союзников и сторонников в предстоящей избирательной кампании по выборам Президента Республики Беларусь.</p>
<p>Активно использовать законотворческую деятельность и представительскую работу в Советах депутатов-коммунистов в интересах трудящихся, повышать их ответственность за последовательное, грамотное и целеустремленное отстаивание интересов граждан страны, выполнение наказов избирателей.</p>
<p>Бюро, Секретариату ЦК КПБ в декабре 2014 года подготовить и провести семинар-совещание депутатов-коммунистов Национального собрания Республики Беларусь и местных Советов всех уровней: «О повышении роли депутатов-коммунистов в работе по защите законных прав и интересов народа».</p>
<p>Наращивать информационное присутствие партии в сети Интернет. В полной мере использовать растущие возможности Интернет-пространства для формирования положительного образа КПБ, работы с молодежью, интеллигенцией и средствами массовой информации.</p>
<p>7. Контроль за исполнением настоящего постановления возложить на Бюро ЦК КПБ.</p>
