<p>Заслушав и обсудив доклад секретаря ЦК КПБ по работе с молодежью Н.В. Воловича «О состоянии и мерах по улучшению работы партийных комитетов, первичных партийных организаций с молодежью, привлечению ее в ряды Коммунистической партии Беларуси» Центральный Комитет Коммунистической партии Беларуси отмечает, что партийные комитеты накопили определенный опыт работы с молодежью, осваивают и внедряют новые формы и методы привлечения молодых людей в ряды КПБ, используют творческий потенциал молодых коммунистов в общественно-политической деятельности. </p>
<p>Вместе с тем уровень партийного влияния на молодежь в современных условиях не отвечает масштабности задач стоящих перед партией как в реализации положений Программы КПБ, так и укрепления и численного роста организационных структур. Не все партийные комитеты действуют активно и наступательно в решении вопросов подготовки молодых людей к вступлению в ряды КПБ, омоложению руководящих кадров, роста авторитета партии в глазах молодежи. Проводимая партийными комитетами и организациями работа слабо позиционирует молодежную тематику, не учитывает личностные интересы молодых коммунистов при выполнении постоянных и разовых партийных поручений.</p>
<p>В реализации молодежной политики комитеты КПБ всех уровней недостаточно взаимодействуют с БРСМ, другими общественными молодежными и детскими объединениями, профсоюзами, органами студенческого самоуправления, культурными и спортивными организациями.</p>
<p>ЦК КПБ ПОСТАНОВЛЯЕТ:</p>
<p>1.	Бюро ЦК, областным и Минскому городскому комитетам КПБ, райкомам, горкомам и первичным партийным организациям считать молодежную политику приоритетным направлением деятельности, усилить работу по решению актуальных проблем молодежи, совершенствовать методы привлечения молодых людей в ряды КПБ, особенно следует использовать в работе то, что 2015 год в Республике Беларусь объявлен годом молодежи.</p>
<p>При организации работы в молодежной среде учитывать специфику современных проблем молодежи, особенности социальных групп, личностные и профессиональные потребности молодых людей.   Совершенствовать формы и методы партийной работы, оказывать поддержку социально значимым молодежным инициативам, участвовать в благотворительных акциях, культурно-зрелищных и спортивно-массовых мероприятиях.</p>
<p>На пленумах областных и Минской городской партийных организаций обсудить вопросы взаимодействия с молодежными организациями в рамках реализации государственной молодежной политики.<br />
2.	С целью расширения влияния на молодежь и привлечение ее в свои ряды, Бюро и Секретариату ЦК с привлечением ученых социалистической ориентации в первом полугодии 2015 года организовать работу по формированию основных положений молодежной политики КПБ и внести их на утверждение Пленума Центрального Комитета. </p>
<p>3.	Областным и Минскому городскому комитетам КПБ совместно с обществом «Знание»  создать школы молодых коммунистов, систему кружков и политических клубов, где молодежь могла бы заниматься изучением классиков марксизма-ленинизма, теории и практики современного коммунистического и рабочего движения.</p>
<p>Шире вовлекать молодежь в повседневную деятельности партии, к выполнению постоянных и разовых партийных поручений, к работе в газете «Коммунист Беларуси. Мы и время», центральных и региональных СМИ, на сайте КПБ и СКП КПСС, в социальных сетях.</p>
<p>4.	Партийным комитетам, первичным партийным организациям с учетом уровня социально-экономического развития и специфики регионов разработать комплекс мероприятий, направленных на участие коммунистов в реализации Государственной молодежной политики, приобщению молодых людей к повседневному общественно-полезному труду в интересах поступательного развития страны и повышения благосостояния народа, решению задач обеспечения мобильности молодежи на рынке труда и ее полной занятости, искоренению чуждых национальным традициям белорусов таких общественных пороков как наркомания, пьянство, преступность. </p>
<p>С классовых позиций наглядно показывать хищнический характер законов капитализма и глобализма, пагубности их последствий для развития белорусского государства, сохранения семейных ценностей, национальной самобытности и толерантности белорусов. С позиций марксистско-ленинской науки об обществе активно и аргументировано выступать против попыток внесения в молодежную среду буржуазных нравов и взглядов, разоблачать неприемлемость разрыва естественных связей поколений, индивидуализма и стяжательства, национального превосходства и экстремизма, других социальных пороков капитализма.</p>
<p>5.	Бюро и Секретариату ЦК, ОК и Минскому ГК КПБ, городским и районным комитетам партии активизировать работу по подбору, обучению и воспитанию кадров партийного актива из числа молодых коммунистов, смелее выдвигать их для работы в выборных партийных органах.</p>
<p>При формировании кадрового резерва партийного актива включать в него молодых коммунистов, оптимально сочетая знания и опыт ветеранов с боевитостью и активной жизненной позицией молодых.<br />
Наладить продуманную и продуктивную работу отделов молодежной политики. Возродить движение партийного наставничества, закрепляя за вновь назначенными на должности в различных отраслях народного хозяйства молодыми специалистами и рабочими наиболее опытных коммунистов-наставников.</p>
<p>6.	Красноармейской (парламентской) партийной организации, коммунистам-депутатам Палаты представителей Национального собрания Республики Беларусь, местных Советов депутатов активнее выступать с законодательными инициативами, направленными на защиту прав и интересов различных категорий молодежи.</p>
<p>Шире практиковать встречи молодежи с депутатами-коммунистами всех уровней для системного анализа практики реализации государственной молодежной политики. Использовать институты молодежного парламентаризма для усиления влияния коммунистов в молодежной среде.</p>
<p>Доходчиво и убедительно разъяснять молодым людям достижения Республики Беларусь в области экономики, социальной сферы, образования, науки и культуры, особенности модели социально-экономического развития страны, роль Президента Республики Беларусь А.Г. Лукашенко в становлении Беларуси, как суверенного, социально ориентированного европейского государства.</p>
<p>7.	Бюро и Секретариату ЦК, областным и Минскому городскому комитетам КПБ совместно с ОО «БРСМ», другими молодежными организациями лево-патриотической направленности систематически готовить, организовывать и проводить выступления коммунистов в молодежных коллективах, особенно в вузах и средних специальных учебных заведениях, средствах массовой информации, максимально используя в этих целях научный потенциал ученых социалистической ориентации.</p>
<p>8.	Редакционной коллегии газеты «Коммунист Беларуси. Мы и время» организовать взаимодействие редакционных коллективов молодежных изданий «Знамя юности», «Чырвоная змена» и газеты «Коммунист Беларуси. Мы и время», обмен материалами по молодежным проблемам развития современного белорусского общества, сохранения общественно-политической стабильности и пропаганды идей социальной справедливости.</p>
<p>9.	Ввести в практику работы областных и Минской городской парторганизаций поддержку работы партийных Интернет-ресурсов путем перечисления в информационный фонд средств на содержание сайта КПБ. С целью расширения информирования населения о деятельности партийных организаций и активизации работы с молодежью до 1 марта 2015 года представить предложения по информационному наполнению страниц обкомов и Минского горкома на Интернет-сайте КПБ.</p>
<p>10.	Секретариату ЦК и Минскому ГК КПБ с целью реализации молодежной политики партии, популяризации идей марксизма-ленинизма оказать содействие в создании и организовать последующее сотрудничество с Общественным объединением «Социалистический Авангард Молодежи». Определить практические механизмы партийного влияния и организационного взаимодействия КПБ и данного общественного объединения, формы и методы совместной работы. </p>
<p>11.	Контроль за выполнением настоящего постановления возложить на Бюро и Секретариат ЦК КПБ.</p>
