<p>Об этом заявил Президент Республики Беларусь, представляя депутатам нового премьер-министра Андрея Кобякова на заседании шестой внеочередной сессии Палаты представителей Национального собрания Беларуси пятого созыва.</p>
<p>«Важнейшая задача премьер-министра - четкая координация всей работы. Проще говоря, развести министров и вице-премьеров так, чтобы заместитель премьер-министра не мог действовать по старинке, когда давались производственные указания и министр был этим повязан по рукам и ногам, не мог действовать самостоятельно.</p>
<p>Его основная зона ответственности в промышленности - создание условий для работы промышленных предприятий, в сельском хозяйстве - сельскохозяйственных организаций, в образовании - школ, средних специальных учебных заведений и вузов, в здравоохранении - больниц и так далее. Зоны ответственности определены. Надо действовать»», - считает глава государства. </p>
<p>Он также напомнил, что управлять экономикой должно именно правительство. Требования властей Беларуси к государственным и частным предприятиям должны быть равные. Перед государством все равны.</p>
<p>Работа правительства должна строиться на принципах: инициативности, равенстве всех форм собственности, невмешательстве в добросовестную конкуренцию, открытости (особенно при разработке стратегических документов), разделении функций собственника и регулятора в управлении предприятиями с долей государства. </p>
<p>Президент подчеркнул: «Необходимо не только стабилизировать ситуацию в экономике, но и создать условия для устойчивого развития страны на основе роста производительности труда, эффективного использования государственной собственности, стимулирования деловой активности и инициативы граждан».</p>
<p>Глава государства отметил, что наряду с продолжением сотрудничества с Россией Беларусь будет стремиться к нормализации отношений со странами Евросоюза и США.<br />

<p>Члены Совета Республики поддержали решение Анатолия Рубинова прекратить полномочия председателя Совета Республики и избрали на этот пост Михаила Мясниковича, назначенного Указом Президента Республики Беларусь членом Совета республики в соответствии с Конституции нашей страны. </p>
<p>«Членам Совета Республики в своей работе необходимо активнее продвигать и защищать интересы страны на международной арене. Развитие сотрудничества, парламентских связей необходимо направлять на привлечение инвестиций и укрепление имиджа Беларуси на мировой арене» - заявил Президент Беларуси Александр Лукашенко на заседании седьмой внеочередной сессии Совета Республики Национального собрания.</p>
<p>Представляя парламентариям нового председателя правления Национального банка Павла Каллаура, Президент отметил, что в нынешних условиях стоит задача обеспечить устойчивое и сбалансированное развитие экономики. И важная роль в этом принадлежит Нацбанку и банковской системе.<br />

<p><strong>Создана межведомственная рабочая группа</strong></p>
<p>«Создать межведомственную рабочую группу для разработки проекта Программы социально-экономического развития Республики Беларусь на 2016–2020 годы», - говорится в постановлении Совмина РБ №14 от 12 января 2015 года. </p>
<p>Уже до 25 января должны быть разработаны вариантные условия социально-экономического развития в среднесрочной перспективе и методические рекомендации по разработке программы. К 25 февраля на рассмотрение Совмина необходимо внести концепцию программы, к 25 мая – проект программы. </p>
<p>Координировать и контролировать подготовку нового пятилетнего плана будет первый вице-премьер В.Матюшевский. Руководителем рабочей группы назначен министр экономики Владимир Зиновский.<br />
В состав группы включен почти все соавторы принятого 19 декабря 2014 года пакета мер по стабилизации ситуации на валютном рынке: первый замминистра финансов Максим Ермолович, первый замминистра экономики Александр Заборовский, зампред Нацбанка Сергей Калечиц и другие.<br />

<p><strong>Перекрыт крупный канал незаконной миграции </strong></p>
<p>Пограничники Беларуси, Литвы и Латвии перекрыли крупный канал незаконной миграции граждан Вьетнама, Грузии, Армении, России через Беларусь в страны ЕС. В результате совместных мероприятий задержано 35 незаконных мигрантов, возбуждено 6 уголовных дел, задержаны организаторы и пособники. </p>
<p>В состав преступной группы входили граждане Польши и России. Активно используя связи с чеченцами как на территории России, так и ЕС, преступники формировали группы нелегальных мигрантов, обеспечивали их доставку с территории России в Беларусь и определяли маршруты перемещения через границу с ЕС. В ходе операции также выявлено пятеро белорусских граждан, выполнявших в преступной группе роли пособников (перевозчиков и проводников). </p>
<p>Оперативными сотрудниками отряда пограничного контроля «Минск» вскрыт канал переправки мигрантов через Беларусь с Ближнего Востока в страны Евросоюза. Через туристические фирмы иракцы обеспечивали для себя легальное прибытие в Беларусь. Наша страна ими рассматривалась как транзитная территория для последующего выезда в страны ЕС и получения там статуса беженца.<br />
Установлен и задержан организатор канала гражданин Ирака, который обеспечивал прибытие, размещение нелегалов и руководил их действиями.<br />

<p><strong>Вырос золотой запас</strong></p>
<p>Золотой запас в 2014 году вырос на 1,5 т и на 1 января 2015 года составил 36,5 т. Об этом свидетельствуют данные Национального банка Беларуси.</p>
<p>Рост золотого запаса произошел во втором полугодии 2014 года. За первое полугодие минувшего года этот показатель не менялся, оставаясь на 1 июля на уровне 35 т.<br />
За 2013 год золотой запас вырос на 1,7 т, за 2012-й - на 1,6 т.<br />

<p><strong>Пенсионеры продолжают работать</strong></p>
<p>«В Беларуси каждый четвертый пенсионер продолжает работать», - сообщил заместитель министра труда и социальной защиты Валерий Ковальков.</p>
<p>По статистическим данным, на 1 января нынешнего года общая численность получателей пенсий в органах по труду, занятости и социальной защите достигла 2 млн 565,1 тыс. человек, из них 643,6 тыс. (25,1%) продолжают трудовую деятельность. Причем представительниц прекрасного пола среди трудящихся пенсионеров практически вдвое больше, чем представителей сильной половины (428 тыс. женщин и 215,7 тыс. мужчин). </p>
<p>Замминистра констатировал, что удельный вес работающих пенсионеров растет из года в год. Так, на 1 января 2014 года этот показатель был 23,8%, на 1 января 2013 года - 23,4%. </p>
<p>Что касается половозрастной структуры работающих получателей трудовых пенсий, то на 1 января текущего года в республике среди продолжающих трудиться пенсионеров было 55,4 тыс. женщин и 30,1 тыс. мужчин в возрасте до 55 лет; 214,8 тыс. женщин и 34 тыс. мужчин в возрасте 55-59 лет. В возрастной когорте получателей пенсий 60-64 года работающих женщин 100,6 тыс., мужчин - 97,6 тыс. Продолжают работать 41,6 тыс. женщин и 38,6 тыс. мужчин в возрасте 65-69 лет. В числе продолжающих трудиться пенсионеров - 14,2 тыс. женщин и 12,8 тыс. мужчин в возрасте 70-79 лет. Числятся работающими также 426 женщин и 518 мужчин в возрасте 80-89 лет. По статистике, продолжают трудиться 8 женщин и 13 мужчин, перешагнувших 90-летний рубеж.<br />
Кстати, получателями трудовых пенсий в стране являются 2 млн 500,9 тыс. человек. </p>
<p>Евразийская экономическая комиссия совместно с государствами ЕАЭС разрабатывает международный договор о сотрудничестве в сфере пенсионного обеспечения. Об этом заявил заместитель директора Департамента развития предпринимательской деятельности ЕЭК Самат Алиев в Москве на заседании Комитета по вопросам экономической интеграции стран Шанхайской организации сотрудничества и СНГ. </p>
<p>«Основная цель разработки договора - обеспечение равных прав и гарантий в сфере пенсионного обеспечения, защита пенсионных прав трудящихся государств ЕАЭС и членов их семей на всей территории союза, - сказал Самат Алиев. - Государства - члены ЕАЭС должны гарантировать равноправие в части пенсионного обеспечения, на которое распространяется действие договора и сохранение приобретаемых и приобретенных прав».<br />

<p><strong>Данные о товарообороте внесут в торговый реестр </strong></p>
<p>«1 апреля - тот срок, до которого субъекты хозяйствования должны внести в торговый реестр свой товарооборот. Это та важная составляющая, которая будет иметь значение для крупноформатных и сетевых объектов торговли», - сообщила заместитель министра торговли Ирина Наркевич.</p>
<p>Торговый реестр - инструмент, который дает возможность собирать и анализировать данные о товарообороте, минуя человеческий фактор. </p>
<p>За последние 2-3 года торговля в Беларуси очень активно развивается по сетевому принципу, поэтому важно контролировать, как обстоят дела в этой сфере. Государство уже сделало первый шаг, чтобы законодательно предотвратить разбалансирование в сфере торговли, ограничив реализацию товаров по продовольственной группе на определенной территории. </p>
<p>«Мы прекрасно понимаем, какая рыночная сила у крупных торговых сетей. Поэтому важно выявить, доля какого субъекта на рынке долю превышает 20%, и это будет сделано с помощью торгового реестра», - подчеркнула замминистра.<br />

<p><strong>О рекомендациях по ценам</strong></p>
<p>Минторг и Минэкономики опубликовали совместный документ, в котором определили рекомендуемые правила формирования цен. </p>
<p>Согласно документу отпускная цена может быть увеличена производителем на величину изменения стоимости импортных сырья и материалов, происходящих из третьих стран (не входящих в Евразийский экономический союз) и поступивших после 18 декабря 2014 года, с учетом ее доли в отпускной цене. При этом увеличение цен на сырье и материалы отечественного происхождения, а также происходящие из стран Евразийского экономического союза, не допускается.</p>
<p>Стоимость импортных сырья и материалов, происходящих из третьих стран, не может быть увеличена более чем на процент изменения курса белорусского рубля к курсу валюты договора на дату постановки на учет, уменьшенного на 5%. При этом плановый уровень рентабельности не может превышать фактически сложившийся уровень рентабельности по организации за январь-сентябрь 2014 года по этому виду деятельности. </p>
<p>На импортируемые товары, приобретенные после 18 декабря, допускается увеличение отпускной цены не более чем на процент изменения курса белорусского рубля к курсу валюты договора на дату постановки на учет, уменьшенного на 5%, при применении рентабельности продаж не более 3%.<br />

<p><strong>Нет налогов, которые следовало бы отменять</strong></p>
<p>В Беларуси сегодня нет налогов, которые следовало бы отменять. Такое мнение высказал заместитель министра финансов Дмитрий Кийко.</p>
<p>«В настоящее время налоговая реформа завершена. У нас нет вредных налогов для экономики, которые надо отменять. До 2010 года был налог с продаж, который дублировал НДС, были отчисления с выручки в сельхозфонд, дорожный фонд. Мы с успехом от них отказались, поэтому сегодня состав налогов можно считать оптимальным», - сказал замглавы ведомства.</p>
<p>Он обратил внимание, что в Беларуси доходы бюджета формируют 5-7 основных налогов. При этом плательщики должны уплачивать их не в каждом случае, то есть, например, НДС и налог на прибыль касается осуществления текущей деятельности, а акцизы - только тех предприятий, которые производят и реализуют подакцизные товары. Кроме того, по налогам, которые применяются в Беларуси, достаточно либеральные сроки уплаты - практически по всем они ежеквартальные. </p>
<p>Дмитрий Кийко констатировал: «Говорить о том, что нам необходимо отменить какой-то налог, в принципе, необоснованно». Подтверждением этому является успешное продвижение страны в рейтинге Всемирного банка Doing Business. «У нас количество налоговых выплат в год - 7, что гораздо ниже даже развитых стран», - сказал замминистра. Хотя решений о сокращении количества налогов в Беларуси принимать не нужно, отметил замминистра, не исключается возможность усовершенствовать администрирование механизмов взимания каждого налога. «Например, в рамках экологического возможно дальнейшее сокращение объектов налогообложения, как и в рамках других налогов», - резюмировал Дмитрий Кийко.</p>
