<p>1. «О повышении эффективности идеологической  и массово-политической работы Минского областного комитета КПБ, районных (городских) и первичных партийных организаций области в современных условиях в свете требований VI Пленума ЦК КПБ».<br />
2. «О роли коммунистов-депутатов в социально-экономическом развитии регионов Минской области и выполнении наказов избирателей».</p>
<p>В работе Пленума приняли участие:</p>
<p>члены ЦК КПБ и областного комитета партии, секретари районных партийных организаций не члены обкома партии, члены Минской областной ревизионной комиссии КПБ;<br />
члены Минского областного координационного совета общественных объединений и политических партий.</p>
<p>По поручению бюро обкома партии  с докладом по первому вопросу выступил  член областной первичной парторганизации, секретарь Центрального совета  СКП-КПСС Волович Н.В. С информацией по второму вопросу выступили депутаты - коммунисты: Вабищевич Петр Андреевич – депутат  Палаты представителей Национального собрания Республики Беларусь; Гиро Николай Николаевич -   заместитель председателя Вилейского районного Совета депутатов, председатель районного координационного совета общественных объединений и политических партий;  Пилинкевич Александр Иванович – председатель Налибокского сельсовета Столбцовского района.</p>
<p>В обсуждении повестки дня пленума приняли участие первые секретари Столбцовской и Пуховичской районной партийных организаций – Дубовик Н.В., Белоусов В.П., а также член бюро обкома партии, председатель Минского областного координационного совета общественных объединений и политических партий  Худая М.Н., секретарь обкома партии Довгучиц П.Б., секретарь ЦК КПБ Кузьмич А.Ф.</p>
<p>Докладчик и выступающие остановились на проделанной работе в текущем году, поделились опытом депутатской деятельности,  подчеркнули необходимость выполнения решений майского Пленума ЦК КПБ по усилению идеологической работы среди всех слоев населения, особенно среди молодежи, дальнейшему улучшению взаимодействия с местными Советами депутатов и исполнительными органами власти,  а так же союзниками партии. </p>
<p>В текущем году областным комитетом партии проведено ряд  политических и общественно-массовых совместных мероприятий и акций, которые оставили заметный след в сознании населения области. В их числе торжественное собрание, посвященное 100-летию Октябрьской революции, которое прошло 21 апреля 2017 года в Столбцовском районе. На данной общественно-политической акции приняли участие партийный актив области и общественность Минщины, представители молодежных организаций, а также руководство Столбцовского районного исполнительного комитета.</p>
<p>Широкий отклик в общественной жизни области вызвало проведение в мае-июне текущего года III эколого-патриотического форума, посвященного 100-летию Октября и Году науки. Подготовка и проведение общественно-политической акции проводились по инициативе областного координационного совета и обкома КПБ с участием идеологического актива и молодежных организаций Минщины. 20 июня 2017 года прошел второй этап форума в Мядельском районе, где были определены победители конкурсов и показаны объекты экологической направленности: эколого-патриотическая выставка, экскурсионно-туристический комплекс «Аптекарский сад» и другие. Победителям конкурсов и акций среди школьников и учебных заведений были вручены призы в виде экологического глобуса с логотипом 100-летия Великого Октября и Года науки.</p>
<p>По итогам первого полугодия заслуживает внимания опыт работы Слуцкой, Воложинской, Несвижской, Вилейской, Столбцовской районных партийных организаций, где общественно-массовые мероприятия проводятся  на должном организационном уровне и это приносит свои плоды. Так, к примеру, Слуцкая районная партийная организация (первый секретарь – Довгучиц П.Б.)  насчитывает уже сегодня 190 членов партии и это говорит о многом.</p>
<p>Вместе с тем, общественно-массовая  и информационно-пропагандистская работа отдельных районных и городских партийных организаций требует дальнейшего совершенствования. В деятельности ряда  партийных организаций продолжают преобладать общие лозунги и призывы, вместо целенаправленной, конкретной, кропотливой работы на местах с населением, местными органами власти и общественными объединениями и организациями.</p>
<p>Выступающие также внесли ряд предложений и обозначили существующие проблемы.  Нина Владимировна Дубовик предложила  депутатам-коммунистам всех уровней  смелее и шире заявлять о себе и нашей партии, практиковать встречи молодых коммунистов с депутатами Парламента, самим депутатам больше печататься в средствах массовой информации, в том числе республиканского значения, улучшить взаимодействие с отраслевыми профсоюзами по социальной защите трудящихся.</p>
<p>Владимир Петрович Белоусов обратил внимание на усиление военно-патриотического воспитания молодежи, на  актуальность вопроса о членских взносах.  Целесообразно хотя бы 30% членских взносов оставлять на местах, чтобы партийные организации имели возможность более качественно проводить различные акции и мероприятия. Данный вопрос уже давно обсуждается в кулуарах, но до сих пор ЦК КПБ официального решения по нему не принял.</p>
<p>Мария Николаевна Худая проинформировала  членов обкома партии  о той работе, которая была проведена бюро обкома партии и членами областного координационного совета при подготовке и проведении III эколого-патриотического форума, необходимости усиления работы по экологическому воспитанию населения и, особенно, молодежи, остановилась на проблемных вопросах при подготовке и проведении этого общественно-массового мероприятия, отсутствия инициативы со стороны отдельных общественных организаций и должностных лиц. Также выступающая выразила озабоченность, что до сих пор не изготовлены юбилейные медали КПБ к 100-летию Великого Октября.</p>
<p>Петр Борисович Довгучиц  обратил внимание на серьезные проблемы в регистрации низовых структур общественной организации «Лига Коммунистической молодежи», связанные с волокитой и затяжкой времени.  В результате чего, энтузиазм молодых людей быстро проходит, что является недопустимым при работе с молодежью, которая очень чувствительна к любому проявлению фальши и бюрократизма.</p>
<p>Участники пленума остановились и на проблемных вопросах, которые сегодня волнуют не только коммунистов, но и различные слои населения: цены  растут на различные виды товаров и услуг, а зарплата заморожена;   увеличивается число  безработных, но уровень пособия по безработице очень низкий; необходимо совершенствовать контрактную систему и усиливать роль отраслевых профсоюзов при решении трудовых споров и другие. </p>
<p>Секретарь ЦК КПБ Алексей Федорович Кузьмич поблагодарил руководство обкома партии за приглашение на пленум и обратил внимание присутствующих на необходимость заранее и целенаправленно готовиться к предстоящим выборам в местные Советы депутатов всех уровней. Необходимо улучшать работу с местными органами власти по всем направлениям, вносить разумные предложения и их отстаивать, кандидатами в депутаты местных советов подбирать наиболее подготовленных и авторитетных коммунистов. Также необходимо наращивать работу по пропаганде идей Великого Октября и готовиться к достойной встрече и празднованию этой великой исторической даты. При этом каждая партийная организация, каждый коммунист должен проявить разумную инициативу и активное участие в проводимых мероприятиях и акциях.</p>
<p>В процессе обсуждения доклада для участников пленума был показан видеоролик, посвященный 100-летию Октябрьской революции, который по решению бюро обкома партии будет представлен для показа на сайте ЦК КПБ и на Интернет-страничке обкома партии.</p>
<p>По итогам обсуждения повестки дня были приняты соответствующие Постановления.</p>
<p>Затем члены обкома партии поздравили с юбилеем первого секретаря Смолевичской районной партийной организации Жилянина М.В., которому был вручен приветственный адрес и сувенир.</p>
<p>На этом VII Пленум Минской областной партийной организации завершил свою работу.</p>
