Лукашенко председатель ЦК КПРФ Геннадий Андреевич Зюганов выступил перед руководством КПБ, столичным активом партии и молодыми коммунистами, рассказал о сложной международной обстановке, внутриполитической ситуации и перспективах белорусско-российских отношений.<br />

<strong>О международном положении</strong></p>
<p>Социалистическая модель китайского характера сегодня показывает лучшие темпы в мире за последние 30 лет. Советская модель показывала 12-15% , китайская – 10-12%. Сегодня она является ключевой, поскольку вытаскивает мировую экономику из финансового кризиса.<br />
Цитадель Америки погрязла в новом кризисе, где президент, который только что был избран, сразу оказался «хромой уткой». Обещания, которые были даны в ходе кампании, он успел пересмотреть, и сегодня выполняет обещания, данные военно-промышленному комплексу, который во многом и привел его к власти. Более 50 млрд долларов дополнительных средств Трамп отдал военным, съездив в Саудовскую Аравию, где заключил огромный контракт на продажу оружия. По секретным каналам США снабжают оружием Афганистан, и вот-вот может загромыхать  большой конфликт на корейском полуострове. В этот конфликт неизбежно будут втянуты Китай, Россия, США, Япония, Южная Корея, что грозит мировым катаклизмом. </p>
<p>В это время благополучная Европа страдает от внутренего кризиса. Германский локомотив, хотя и работает, но Германия, имея неплохую экономику, абсолютно в политическом плане зависима от американцев и будет танцевать под их дудку. Сегодня в ФРГ 220 американских военных баз, и в политическом плане она абсолютно зависима.<br />
Что касается внутренней ситуации, то можно побеждать лишь при условии сплоченности общества, если у вас хорошо развита экономика, блестящая наука, отлаженный военный организм и есть соответствующие резервы.<br />
Однако кризис больно ударил по всем нам. Экономика буксует на все четыре колеса и пока спасается за счёт сырьевого сектора. В лучшие годы мы торговали с Европой на 450 млрд долларов, с Америкой – меньше 30 млрд.<br />
И сегодня перед США поставлена задача выдавить нас с сырьевых рынков Европы и не пустить в Азию. Сланцевый газ Америки дороже, если по этой цене они  будут продавать его Европе, то Европа будет неконкурентоспособной. Что дает простор для американской экономики для захвата новых рынков и выхода из тяжелого системного кризиса. Начато строительство 21 причала для поставок сжиженного газа, первый уже корабль прибыл в Польшу – это довольно серьезный для нас звонок.</p>
<p><strong>О ситуации в России</strong></p>
<p>В принятом США «Законе о противодействии агрессии иранских и российских правительств» перед службами поставлена задача за 180 дней расследовать, кто сколько украл, кто столько утащил, где находятся сбережения  у родственников и близких. Это угроза для олигархии, не только американской, но во многом и нашей. Отсюда возникает большая проблема для тех, кто командует экономикой в России, потому что многие хранят деньги там, их дети находятся там, а также яхты и аэродромы. В Россию они ездят на «шабашку».</p>
<p>Поэтому давайте посмотрим на внутреннее состояние для того, чтобы определить, какой рецепт сегодня нужен и что нам вместе следует делать.<br />
Сегодня общество абсолютно не консолидировано. 22 миллиона нищих живут меньше чем на 10000 российских рублей, 55% живут на 15000 и менее, а 200 олигархов захватили основные ресурсы страны и имеют капитал 460 миллиардов.<br />
Мы выносили закон о прогрессивной шкале, о том, чтобы вернуть деньги из офшоров, мы настаивали на национализации минерально-сырьевой базы – ни один из законопроектов не прошел.<br />
Но без этого невозможно решить проблему справедливого устройства общества. </p>
<p>За последние 5 лет валовый продукт сократился почти на 8%, из большого плюса ушёл большой минус. И сейчас, когда вам говорят, что он растет – речь о сырьевом секторе, а обрабатывающий продолжает приседать. Это означает, что больших перспектив нет. В бюджете, который предлагает Медведев, заложены темпы роста 1-1,5 процента – это черта экономической оседлости. В послании Путину стояла задача дать темпы среднемировые, это 3-3,5% – задача не выполнима.</p>
<p>Если посмотреть социальную сферу, чтобы успешно конкурировать и выходить из кризиса, надо тратить на науку примерно 7% расходной части, на образование примерно столько же, и на здравоохранение примерно 7%. Итого 21%. Пятая часть бюджета должна идти на эти цели, и тогда население будет здоровым, образованным и хорошо подготовленным в научном плане. Советская страна имела каждого четвертого научного работника в мире, и каждый третий пассажир в мире летала на ИЛ и ТУ. Мы поставляли на аэродромы в год до полутора тысяч воздушных судов. </p>
<p>Сегодня Россия тратит из каждых 100 бюджетных рублей 3 рубля на здравоохранение, 3.2 на науку, 3.6 на образование. Необходимо удваивать расходы, но в новом проекте бюджета этих цифр нет.<br />
Если посмотреть на аграрный сектор – 41 миллион гектаров заросли бурьяном, половина продовольствия иностранное. Беларусь выпускает прекрасное продовольствие по советским стандартам, но возникают проблемы абсолютной необоснованно, прежде всего, связанные с конъюнктурой, а не стратегическими соображениями укреплением связей и взаимодействия.<br />
Если вы хотите отремонтировать страну или дом, необходим определенный расчет. Мы сделали расчет – сегодня бюджет 13,5 триллиона рублей, чтобы начинался бюджет развития, надо иметь 22, желательно 25 трлн.<br />
Если вам скажут, что в России таких денег нет – это большая ложь. Такие деньги есть, и есть даже большие. Но вопрос, у кого они и каким образом распределены. Они сосредоточены у узкой прослойки, которая не желает держать их в своих банках и развивать свое производство.</p>
<p>Отсюда возникает вопрос к законодательной и исполнительной власти: что делать? Половина оборудование изношено, износ составляет 50%, в нефтегазовой промышленности – 55%, износ трубопроводов коммунальных сетей – 60% и т.д.<br />
Вопрос, что сделать для того, чтобы преодолеть финансовый кризис, обеспечить развитие, накормить население и поддержать тех, кому плохо – а хуже всего старикам и детям войны. Мы четыре раза вносили соответствующий закон, но Единая Россия так за него и не проголосовала.</p>
<p>Чтобы реализовать программу развития и стабилизации общества,  надо решить минимум 4 вопроса.<br />
Надо национализировать минерально-сырьевую базу  в стране, чтобы 10 тыс. рудников работали не на 15 олигархов, а на всех граждан. Будут добывать и частные компании, но огромные ресурсы поступят в общую казну, которой можно будет по-хозяйски распорядиться.</p>
<p>В царское, и в советское время существовала монополия на спиртоводочную промышленность. Из 100 рублей живых денег 30-35 давала эта отрасль. В советское – 25-30 рублей, сейчас в России дает 80 копеек из 100 рублей, остальное присваивают спиртоводочные олигархи. Монополизируйте эту отрасль, и вы получите огромный дополнительный доход. Также необходима прогрессивная шкала налогообложения, государственные страховые компании, ряд других мир.<br />
Для решения этих задач необходимо проявлять волю в Кремле и вести себя честно с гражданами страны. Прежде всего, надо организовать честные выборы, которые включают в себя выдвижение кандидатов, программы, дебаты и подсчет.<br />
Пока ни один из этих элементов не выполняется. Я приглашал на дебаты на президентских выборах и Ельцина, и Путина, и Медведева – никто из них на открытые дебаты не пошел.<br />
Сегодня говорят: «Вас выпускают на телевидение». Да, выпускают. Раньше меня упрекали – сейчас не упрекают, раньше со мной спорили – сейчас не спорят. Но тот пакет законов, который мы предложили, пока не принят, хотя последнее время не голосуют ни за ни против, скрываются за кнопкой, не участвуют в голосовании. Мы надеемся поправить ситуацию, но время уходит, и надо принимать решение на ближайших выборах.<br />
Что касается в целом обстановки, то она пока развивает от плохого к худшему. </p>
<p>В Америке я выступала во всех университетах, торгово-промышленной палате, выступал даже перед миллиардерами в Хьюстоне, где нефтегазовые «короли». Я излагал свои взгляды и поражался, что довольно часто крупные люди в Америке соглашались с моей позицией. </p>
<p>Ситуация в США пошла в разнос. Сорос, который вложил сумасшедшие деньги в предвыборную кампании мадам Клинтон, впервые потерпел поражение. И сегодня они готовы на уши поставить всё. То, что они творят с памятниками, раздувают скандалы, вообще говоря, крайне опасно. Америка – это большая акула, которую нельзя дергать за хвост, и с которой надо обходиться аккуратно вовне. А внутри у них разлад пошёл и по национальному признаку, и по истории, и по культуре, и по истеблишменту. </p>
<p>Я писал работу «200 лет американской мечты» о том, как складывалась их политика, и меня поразило, что менялись президенты, климат, техника, но стратегия сохранялась: экспансия и провокация.</p>
<p><strong>О 100-летии Октября</strong></p>
<p>Мы начнем праздник на вашей земле, и сегодня Президент это поддержал. 22-23 сентября мы проведём в Минске юбилейное заседание совета Компартии, приедут наши представители, мы проведем юбилейный пленум и дадим старт.<br />
А в ноябре на протяжении 8 дней у нас будет следующие программа: в Ленинград, город трех революций, приезжают все делегации мира. В Таврическом дворце, где заседала Российская Дума, где Ленин дважды выступал в семнадцатом году, будет большое торжественное рабочее заседание. Посетим Смольный, где Ленин провозгласил свои первые декреты, формировал Советское правительство, переместимся на Аврору – она снова вошла в состав флота России, это корабль номер один, который посетило уже более 30 миллионов человек, посетим Эрмитаж, сокровище культуры, и в концертном зале Октябрьский на 4000 мест будет дано представление по страницам Великой советской эпохи, которое готовят лучшие театральные и художественные силы Ленинграда и России.</p>
<p>А затем переедем в Москву. В Москве будет шествие, митинг, Красная площадь, Оружейная палата, Поклонная гора, большой круглый стол, а в концертном зале «Россия» в Лужниках на 7000 мест будет торжественный вечер и представление с участием в том числе лучших детских ансамблей.<br />
Унывать не следует, были времена и похуже, нам с вами приходилось многое переживать. Но надо помнить еще одно: будем умными, сильными, здоровыми, сплоченными – нас никто не тронет. Будем поодиночке – разорвут похлеще, чем Ливию, Ирак, Югославию вместе взятые.</p>
