<p>4.	Организационный вопрос.</p>
<p>Первый секретарь ЦК КПБ А.Н.Сокол доложил собравшимся об итогах перерегистрации Компартии. Были отмечены как позитивные аспекты, так и места, которые следует особо проработать ввиду предстоящей электоральной кампании. В частности, А.Н.Сокол указал на то, что не все регионы ответственно подошли даже к такой элементарной, казалось бы, задаче, как правильное оформление списков членов партии. При этом благодарности за примерную работу удостоились Гродненский и Могилёвский областные комитеты КПБ.</p>
<p>Работа регионов должна освещаться на страницах печатного органа ЦК КПБ – газеты «Коммунист Беларуси. Мы и время», отметил Первый секретарь. В связи с этим региональным пресс-центрам рекомендовано давать информацию не только о деятельности первых секретарей обкомов и горкомов, но и об активистах КПБ, их достижениях и инициативах.</p>
<p>Также товарищ Сокол обратил внимание на попытку коллективного Запада подорвать суверенное и независимое белорусское государство, проводящее самостоятельную внешнюю и внутреннюю политику, в основе которой находятся интересы народа, в связи с чем в отношении страны вводятся незаконные экономические санкции, а НАТО сосредотачивает на границах Республики военный контингент. Цель очевидна: обрушить белорусскую экономику и катастрофически снизить уровень доходов граждан Республики Беларусь, чем спровоцировать новые массовые акции протеста, отметил Первый секретарь и напомнил, что Компартия, имея колоссальный опыт информационного противостояния, сегодня обязана показать пример эффективной контрпропаганды, что должно найти отражение на информационных ресурсах КПБ. А.Н.Сокол отметил недостаток материалов наступательного характера, а порой и их «беззубость», что в нынешних условиях недопустимо.</p>
<p>Вопрос подготовки к выборам – ключевой. Первый секретарь ЦК КПБ призвал с момента объявления выборов активно участвовать во всех этапах избирательного процесса, не забывая о сотрудничестве с лево-патриотическими силами, ветеранскими и женскими организациями, БРСМ и общественным объединением «Белая Русь».</p>
<p>В прениях по первому вопросу выступил заведующий отделом идеологической работы ЦК КПБ Н.В. Волович, который обратил внимание на тактику партии в период предстоящей избирательной кампании. В частности, он отметил, что влияние на подготовку к выборам будут оказывать следующие моменты:</p>
<p>•	недостаточная численность коммунистов для выдвижения кандидатов от партии по всем округам на выборах депутатов местных Советов;<br />
•	отсутствие медийных лиц для работы с региональными и республиканскими СМИ;<br />
•	необходимость активизации агитационной работы по внесению социалистического сознания в трудящиеся массы.</p>
<p>При этом товарищ Волович подчеркнул, что уже сегодня партийные комитеты всех уровней должны серьёзно подойти к вопросам подбора представителей партии для включения в избирательные комиссии, выдвижения кандидатами в депутаты, работы агитаторами и наблюдателями. Он призвал провести ревизию списка сочувствующих Компартии и выяснить, на каком участке они готовы оказать помощь.</p>
<p>Все кандидаты от партии должны обсуждаться на собраниях первичных организаций и утверждаться решением бюро соответствующего партийного комитета. Вопрос, кого поддержать из числа наших союзников, должен быть утверждён решением пленума областного, Минского городского комитета, отметил Н.В. Волович.</p>
<p>Также товарищ Волович отметил, что лозунги <strong>«Под красным Знаменем Великой Победы в будущее!», «С людьми и для людей!»</strong> должны стать основой агитационной кампании КПБ.</p>
<p>В прениях по первому вопросу повестки дня также выступил член Минского горкома КПБ тов. А.С. Плавинский. Он привёл примеры подмены исторических фактов. Товарищ Плавинский заострил внимание на необходимости борьбы за сохранение исторической памяти и призвал КПБ не допустить переписывания истории в угоду западной повестке и забвения Подвига наших дедов и прадедов в Великую Отечественную войну.</p>
<p>Первый секретарь Барановичского горкома партии С.С. Козлюк выступил с инициативой Брестского обкома партии о включении в программу на 2024 год перечня мероприятий, разработанных Барановичским горкомом, а именно:</p>
<p>•	согласование и продление акции, начатой на территории Новороссии Российской Федерации (<a href="https://youtu.be/wzcTHkAuLPI?si=GxYWTYdOiLRQ78Pb">https://youtu.be/wzcTHkAuLPI?si=GxYWTYdOiLRQ78Pb</a>);<br />
•	автопробег «Венок памяти», включающий города Херсонской области, Москву, Сталинград, Минск, Барановичи, Брест – в дни освобождения городов от немецко-фашистских захватчиков;<br />
•	акция «Письмо деду-прадеду»;<br />
•	письма школьников для сохранения в Капсуле памяти в музее МК «Брестская крепость-герой»;<br />
•	акции «Письмо с фронта», «Письмо на фронт»;<br />
•	согласованные с Фондом А. Талая акции «Дети Донбасса»;<br />
•	увековечение подвига воинов-казаков, защищавших Белоруссию во времена Великой Отечественной войны;<br />
•	изготовление копий Штандартов Фронтов, освобождавших БССР (по аналогии со штандартами, пронесёнными на Параде Победы в 1945 г.);<br />
•	изготовление памятных медалей для награждения военнослужащих, освобождавших Новороссию от фашизма;<br />
•	совместно с «Россотрудничеством» и при поддержке госсекретаря Союзного государства строительство в г. Барановичи патриотического «Центра Правды Памяти».</p>
<p>Первый секретарь Брестского обкома партии А.Н. Магуран отметил, что областная организация полностью принимает критику ЦК КПБ в адрес областной организации и обязуется принять все необходимые меры по недопущению подобных явлений в своей дальнейшей работе.</p>
<p>По итогам прений по первому вопросу было принято соответствующее Постановление.</p>
<p>С информацией о созыве второго заседания внеочередного XIV (XLVI) Съезда Коммунистической партии Беларуси выступил заведующий отделом организационно-партийной работы ЦК КПБ Д.С.Мирошниченко, который предложил вопрос о дате проведения второго заседания внеочередного XIV (XLVI) Съезда Коммунистической партии Беларуси решить в рабочем порядке, поручив Бюро ЦК КПБ. На повестку дня предложено вынести вопросы формулировки задач партии в избирательной кампании 2024 г., выдвижения кандидатов от КПБ в Палату представителей Национального собрания Республики Беларусь восьмого созыва, принятия предвыборной платформы КПБ к выборам депутатов в единый день голосования и об обращении ЦК КПБ к избирателям.</p>
<p>С докладом по третьему вопросу повестки дня «О предвыборной платформе» выступил секретарь ЦК КПБ А.Э. Беляков. Товарищ Беляков обозначил главные задачи электорального периода 2024 г. Для работы с информационной повесткой кандидатов в Палату представителей Национального собрания Республики Беларусь восьмого созыва и местные Советы двадцать девятого созыва от Коммунистической партии Беларуси секретарь ЦК КПБ предложил разработанные Центральным Комитетом партии тезисы, охватывающие все сферы жизни общества и национальные интересы государства.</p>
<p>Коснувшись вопроса предвыборной агитации, секретарь ЦК КПБ озвучил лозунги, с которыми Коммунистическая партия Беларуси идёт на выборы:</p>
<p><strong>Без борьбы нет побед!<br />
  </strong><br />
<strong>Без труда нет благополучия!<br />
  </strong><br />
<strong>Без народного единства нет мира и созидания!<br />
  </strong><br />
Выступая в прениях по третьему вопросу, первый секретарь Гродненского горкома КПБ Л.В.Кашенкова отметила, что предложенный проект предвыборной платформы полностью отвечает духу времени и отражает принципы и цели Коммунистической партии Беларуси.</p>
<p>По результатам прений Центральный Комитет Коммунистической партии Беларуси постановил:</p>
<p>•	Принять проект предвыборной платформы КПБ за основу и вынести на общепартийное обсуждение.<br />
•	Областным, Минскому городскому комитетам, райкомам, горкомам, первичным парторганизациям широко обсудить проект предвыборной платформы КПБ и направить в адрес ЦК свои предложения и замечания в проект платформы в срок до 10 ноября 2023 г.<br />
•	Внести проект предвыборной платформы КПБ на рассмотрение второго заседания внеочередного XIV (XLVI) Съезда Коммунистической партии Беларуси.<br />
•	Контроль за выполнением настоящего постановления возложить на Бюро ЦК КПБ.</p>
<p>По организационному вопросу с докладом выступил член Бюро ЦК КПБ, заведующий отделом организационно-партийной работы ЦК КПБ Д.С. Мирошниченко. Заслушав докладчика, Центральный Комитет Коммунистической партии постановил поддержать решения Бюро ЦК КПБ и пленумов Могилёвского и Витебского областных комитетов.
