Рассматривались следующие вопросы:</strong></p>
<p>1. «Итоги работы партийных организаций области в 2013 году и задачи коммунистов на 2014 год по повышению эффективности организационной и массово-политической работы в свете решений Х съезда КПБ, Пленумов ЦК КПБ и Минского обкома партии».</p>
<p>2. «О работе районных и Жодинского городского комитетов партии в период проведения избирательной кампании по выборам депутатов местных Советов депутатов двадцать седьмого созыва».</p>
<p>3. Разное.</p>
<p>В работе Пленума приняли участие:<br />
члены ЦК КПБ и областного комитета партии, секретари первичных партийных организаций не члены обкома партии, члены Минской областной ревизионной комиссии КПБ;<br />
первый заместитель начальника главного управления идеологической работы, культуры и по делам молодежи  Миноблисполкома – Хмель Т.Н.;<br />
секретарь ЦК КПБ по работе с молодежью – Волович Н.В.</p>
<p>Перед началом заседания первый секретарь обкома партии Худая М.Н. вручила партийные билеты вновь принятым членам партии – 11 чел.</p>
<p>Выступая с докладом по первому вопросу Мария Николаевна Худая подвела итоги внутрипартийной и массово-политической работы партийных организаций области за 2013 год и определила задачи на перспективу. За отчетный период Минская областная партийная организация увеличилась на 108 чел.  и насчитывает на 01.01.2014г.  960 коммунистов. Принято в ряды КПБ – 101, восстановлено 73 коммуниста, убыло – 66 членов КПБ. Рост, конечно, есть, но, к сожалению, не у всех партийных организаций области. Существенных результатов в своей работе по росту партийных рядов добилась Слуцкая районная партийная организация (первый секретарь РК КПБ Довгучиц П.Б.), численность которой увеличилась на 66 коммунистов и составила 131 человек. Рядом с ней -  Вилейская районная организация КПБ, численность которой составляет 116 чел (первый секретарь РК КПБ Шепелева А.П.).</p>
<p>Серьезно прибавили в работе Смолевичская, Столбцовская и Березинская районные партийные организации, где численность коммунистов увеличилась  от 8 до 10 чел.</p>
<p>Но не все районные партийные организации уделяли этому вопросу должное внимание, так Любаньский,  Копыльский и Узденский  РК КПБ в свои ряды не приняли ни одного коммуниста. </p>
<p>Наметилась положительная тенденция по уплате коммунистами области членских взносов. Лучшими районными (городскими) партийными организациями по уплате членских взносов являются: Слуцкая, Солигорская, Борисовская, Вилейская, Смолевичская,  Логойская, Молодечненская, Мядельская, Столбцовская  где секретарями партийных  организаций  являются: Довгучиц П.Б., Дубовский А.А., Пищухин А.А., Шепелева А.П., Лявданский В.Т.,  Жданеня В.И., Казаков П.Б., Яцыно Е.К., Дубовик Н.В. </p>
<p>Хуже обстоят дела в Червенском и Узденском  районных партийных организациях.</p>
<p>Эти и другие факты свидетельствуют о том, что областной комитет партии, большинство районных и городских партийных организаций уделяют серьезное внимание внутрипартийной и  массово-политической работе,  добились определенных успехов по росту рядов партии, увеличению первичных партийных организаций и уплате членских взносов, усилению авторитета партии в своих регионах.<br />
Активное участие коммунисты Минщины принимали в 2013 году и в политической жизни страны. Областной комитет КПБ, районные и городские партийные организации проводили агитационно-массовую работу по достойной встрече и празднованию 75-летия Минской области, 96-ой годовщины Великой Октябрьской социалистической революции, 95-летия образования ВЛКСМ, БССР и КПБ, а также  других общественно-значимых  дат и событий.</p>
<p>На высоком идейно-организационном уровне прошли мероприятия по празднованию этих юбилейных дат в г. Слуцке (прошло областное торжественное собрание), в  Несвижском, Смолевичском, Логойском, Вилейском и других районах. Проведение данных мероприятий вызвало положительный резонанс среди всех слоев населения Минщины и способствовало   поднятию авторитета партийных организаций области. Достаточно сказать, что за январь месяц 2014 года партийными организациями области принято в свои ряды около 40 коммунистов, среди них 50% в возрасте до 30 лет. С учетом января месяца областная партийная организация приблизилась по численности к 1000 человек.</p>
<p>Интересно и содержательно проходили в 2013 году мероприятия в рамках партийной учебы совместно с членами Минского областного Координационного совета и идеологическим активом области. В течение 2014 года проведено три зональных  семинара-совещания. </p>

<p>Особенно запомнились коммунистам семинары, проведенные в Борисове (17.08.2013) и Слуцке (06.09.2013). На семинарах присутствовали заместители начальников идеологических отделов районных и городских исполнительных комитетов, секретари районных (городских) комитетов КПБ, представители районных (городских) координационных советов общественных объединений и политических партий. А в городе Борисове состоялась также встреча коммунистов с первым секретарем ЦК КПБ Карпенко И.В.</p>
<p>Несмотря на очевидные успехи партийных организаций области, отдельные из них  медленно совершенствуют стиль и методы агитационно-пропагандистской работы с населением  и, особенно с подрастающим поколением, не всегда держат в поле зрения вопросы повышения эффективности внутрипартийной работы, недостаточно ведут индивидуальную работу по приему в ряды КПБ новых членов, особенно среди молодежи. Работа ряда первичных партийных организаций является пока еще малоэффективной в Стародорожском, Крупском, Копыльском, Любаньском  и Минском РК КПБ.<br />
Оставляет желать лучшего в целом работа  Клецкой, Несвижской,  Узденской,  Червенской районных и Жодинской  городской партийных организаций.</p>
<p>В заключение своего выступления Мария Николаевна призвала все партийные организации области уделить самое серьезное внимание работе с молодежью, улучшить дисциплину в уплате взносов и представлении отчетности, равняться на работу Слуцкой и Вилейской районных партийных организаций. Обратила внимание на более активную подготовку к празднованию 70-летия освобождения Беларуси от немецко-фашистских захватчиков и 70-летия Победы Советского народа в Великой Отечественной войне.</p>
<p>С информацией по второму вопросу выступил второй секретарь Минского обкома КПБ Гринкевич В.А.  В своем выступлении он подчеркнул, что предстоящая избирательная кампания  по выборам депутатов местных Советов депутатов 27 созыва будет проходить с некоторыми особенностями, связанными  с изменениями отдельных норм избирательного законодательства, а также той экономической ситуацией, которая сложилась  в нашей стране и того политического фона, который складывается вокруг нашей республики.</p>
<p>Избирательная кампания набирает обороты и  нужно проявить максимум организованности и собранности, выдержать те контрольные сроки, которые определены законодательством нашего государства.</p>
<p>По имеющимся в обкоме КПБ данным, на 31.01.2014г.  выдвинуто от партийных организаций области:<br />
в состав окружных избирательных комиссий –18 коммунистов;<br />
в состав участковых избирательных комиссий – 49 коммунистов;<br />
кандидатами в депутаты сельских и поселковых Советов – 45 коммунистов;<br />
кандидатами в районные Советы депутатов – 42 коммуниста;<br />
наблюдателями в  избирательные округа -  26, в участковые – 86 коммунистов. </p>
<p>В областной Совет депутатов от областной партийной организации выдвигается Рыбак Александр Валентинович, директор ОАО «Слуцкий уксусный завод», член Слуцкого РК КПБ, ученый агроном (члены областного комитета партии и участники работы пленума  единодушно поддержали данную кандидатуру).</p>
<p>Участие коммунистов Минщины в выборах местных Советов депутатов – это не только важнейшая общественно-политическая задача наших партийных организаций, но это и смотр сплоченности партийных рядов, организованности и внутренней дисциплины коммунистов. </p>

второй секретарь Смолевичского РК КПБ – Чичеткина А.И.;<br />
первый секретарь Столбцовского РК КПБ – Дубовик Н.В.;<br />
первый заместитель начальника главного управления идеологической работы, культуры и по делам молодежи Миноблисполкома – Хмель Т.Н.</p>
<p>Выступающие обратили внимание на усиление идеологической работы среди всех слоев населения, особенно среди молодежи. В партийных организациях области по-прежнему низкий процент представителей рабочего класса, офицеров запаса Вооруженных Сил и МВД. Необходимо обратить внимание и на коммерческие структуры.</p>
<p>По итогам обсуждения повестки дня были приняты соответствующие Постановления.</p>
<p>В завершение работы Пленума первый заместитель начальника главного управления идеологической работы, культуры и по делам молодежи  Миноблисполкома – Хмель Т.Н.  вручила первым секретарям Слуцкого и Вилейского РК КПБ Почетные Грамоты Миноблисполкома, а Худая М.Н. – ценные  подарки за лучшие показатели по итогам работы за отчетный период.</p>
<p>Ряд первых секретарей районных комитетов партии были поощрены ценными подарками и Почетными Грамотами за активное участие в общественно-политической жизни Минщины.</p>
<p>На этом XI Пленум Минской областной партийной организации завершил свою работу.</p>
