<p>«Самое главное событие года во внутриполитической жизни стран заключается в том, что впервые Президент стал вслухпроизносить то, о чем мы давно думали», - сказал Г.А.Зюганов. На Валдае он заявил, что нашу историю нельзя делить на царский период, на советский период, надо взять из нее все лучшее. Это правильно, лишь опираясь на всю толщу наших веков, на наш национальный характер, на дружбу народов можно выйти из того тупика, в который мы попали. У Путина в Послании прозвучало 14 позиций, которые мы с ним давно обсуждали. «Я давно настаивал на том, - подчеркнул Г.А.Зюганов, - чтобы вернулись из-за границы  огромные ресурсы, которые работают на чужой капитал. У нас 90 % крупной собственности имеют иностранную юрисдикцию». Очень важно, что речь зашла о производительности труда, сегодня она у нас в пять раз ниже, чем у американцев. Очень важно, что указы президента стали подвергаться жесткому контролю. Он поставил задачу создать 25 миллионов новых рабочих мест, это очень правильно, но для этого надо поддерживать целый ряд базовых производств. Он говорил и о личной ответственности работников. Все это стоит 20 триллионов, это два годовых бюджета Российской Федерации. К сожалению, бюджет, который утвержден, этим задачам не отвечает. Для их решения надо также иметь темпы экономического роста не ниже 5%, а мы в этом году опустились до 1,5%. Поэтому нужна новая социально-экономическая политика, новый состав правительства и единство действий всех ветвей власти. Это ключевой вопрос и главная задача предстоящего года, как отметил лидер КПРФ.</p>
<p>Говорят, что три главные угрозы для России – наука без культуры, власть без совести и выпивка без хорошей закуски. Когда вместо науки предлагают то, что вызывает возмущение у рядового гражданина, надо задуматься, почему это случилось. У нас была передовая наука, мы создали классную технику еще до войны, наш штурмовик Л-2 был лучше всех немецких, танк Т-34 был признан лучшим танком мировой войны. Очень важно, чтобы наука получала поддержку. Но случилось так, что в 90-е годы уничтожили отраслевую и заводскую науку, а сейчас гробят науку академическую и вузовскую. Нашим конкурентам не нужна умная, образованная Россия с хорошей наукой. Мы платим огромную дань за такую политику. В этом году продадим сырья примерно на 16 триллионов рублей и только около 6 триллионов попадет в государственную казну. Наши олигархи платят своим иностранным покровителям по миллиарду долларов в день. И за эти годы уехало за рубеж полтора миллиона хорошо подготовленных, а том числе научных кадров. У Билла Гейтса полвина математиков – из России. Вместо того, чтобы исправлять положение, приняли закон, по которому 450 научных учреждений перешли в руки людей, которые в этом ничего не понимают.  Недавно была встреча этих людей с представителями Академии наук – академики просто в ужасе. Пришли люди, в том числе девочки,  которые будут определять, сколько и какому институту платить, сколько давать, какие научные открытия делать в первую очередь. Очень похоже на сердюковщину. Более того, руководитель этой структуры уже разослал институтам письмо, чтобы они сообщили, какое открытие сделают в марте и какую статью поместят в научном журнале в апреле. Вообще говоря, более идиотское поручение трудно дать. Но пока ситуация развивается именно так. Мы боролись и будем бороться против этого, за качественную науку и образование, без них у страны не будет никакого будущего.</p>
<p>Отвечая на вопрос о реформе пенсионной системы, Г.А.Зюганов сказал, что реформа является категорически неудачной. «У нее несколько крупных недостатков. По ней получается, что богатые люди будут богаче, а бедные беднее. Это недостойный и в принципе неверный подход. Во-вторых, предложена формула расчета, по которой даже человек с высшим образованием не может определить размер своей пенсии. И нет никакой гарантии, что эти деньги уцелеют и завтра будет из чего платить. Поэтому три фракции Думы обратились с письмом к Президенту России с протестом против такой реформы, и я его отправил», - сообщил Г.А.Зюганов. Есть маленькая надежда, что, может быть, Президент не подпишет такой закон. Абсолютно ненормально, когда человек не может выжить на свою пенсию.</p>
<p>Показатели прожиточного минимума надо было давно изменить. Сейчас после расходов на жилье,  лекарства и связь денег остается только на пару сосисок, бутылку кефира и ломоть хлеба. Прожиточный минимум должен быть в два раза выше. Мы постоянно настаивали на этом, подготовили пакет документов.. В особенно трудном положении оказались дети войны, которых почти 12 миллионов человек. Самое поразительной, что «Единая Россия» не захотела голосовать за наш законопроект, а свой засаботировала. Чтобы помочь детям войны, надо было 120-130 миллиардов, Деньги есть, они повлияют на рост всех видов производства. Но 7,5 триллиона рублей лежат в заначке или обездвижены, обслуживают чужие интересы. Сейчас дали 15 млрд. Украине, но почему не желаем помочь себе? Чтобы социальная сфера не пострадала, ее урезают в будущее году на 300 миллиардов, даже медицинская помощь сокращается на треть.</p>
<p>Более того, ничего не выделяют на машиностроение, электронику, приборостроение, робототехнику, а без этого не будет повышения производительности труда, о чем говорил в своем Послании Путин. Без этого не будет совершенствования техники, без этого и дальше будут неполадки на космических кораблях, будут взрываться ракеты. И, тем не менее, Правительство не пошло навстречу, эти стороны экономики полностью оголены, положение продолжает ухудшаться.</p>
<p>Во внешнеполитической деятельности были хорошие факты. Прежде всего это левоцентристский поворот в подходе к международным проблемам самого президента, его более требовательный взгляд на работу правительства. На заседании Госсовета он сказал, что если к маю не произойдут изменениия в работе правительства, то в ноябре будут серьезные выводы. Но мы-то настаиваем на другом. Шувалов и Улюкаев никогда не справятся с финансово-экономическими проблемами правительства, они умеют только все распродавать, создавать они не умеют. Социальный блок - Голодец, вместе с Дворковичем и Ливановым,– тоже не справятся. Если взять аграрный блок – там почти нет специалистов. Нужно квалифицированное, грамотное правительство под те задачи, которые сформулированы президентом и дают, на мой взгляд, надежду на то, чтобы выйти из тупика.</p>
<p>В обществе в значительной мере есть единство по вопросам международной политики.  Считаю, что проводится правильная линия в отношении Сирии, которая сегодня защищает и наши интересы. Очень важно, что мы поддержали Украину. Очень верно, что повернулись к азиатско-тихоокеанскому региону. У нас сложились очень хорошие отношения с Китаем. Китай – ведущая мировая держава, ее экономика вытаскивает всю мировую экономику. С азиатским регионом надо работать плотно, там будущее всего человечества. Тихий океан будет играть такую же роль, какую играло на заре европейской цивилизации Средиземное море.</p>
<p>Такая наша внешняя политика получила поддержку на всех континентах. Но чтобы наша внешняя политика была эффективной, надо иметь эффективную экономику,  сильную науку и образованное население. И вот тут на международной арене был очень тревожный сигнал. В июле в Лейпциге был конкурс молодых рабочих, почти тысяча человек из полусотни стран соревновались по многим специальностям. Наша команда не завоевала ни одного балла, мы оказались рядом с Латвией, Кувейтом и Чили. Первые места заняли Швейцария, Германия. Южная Корея, Япония, Франция. «Надо хорошо обучать молодежь», - подчеркнул Г.А.Зюганов. А для этого надо отказаться от Бабы-Яги по имени «Единый государственный экзамен».</p>
<p>Отвечая на вопрос о выходе из тюрьмы  Михаила Ходарковского, Г.А.Зюганов сказал, что тот отрубил от звонка до звонка десять лет и, отпустив его, поступили правильно. На пресс-конференции в Германии Ходарковский сказал, что бизнес не имеет права на существование, если не занимается социальными вопросами. Но сплошь и рядом бизнес абсолютно безответственен перед гражданами. Мы предупреждали, что надо готовиться к вступлению в ВТО, но бизнес пренебрег этим и в условиях ВТО испытывает большие трудности. У нас было много авиационных заводов, которые производили в год 1500 самолетов. Как только у нас вырвут ядерный зуб, страну разорвут на куски, сильнее, чем Югославию, Ливию и другие страны. У нас осталось два процента населения планеты и 30 процентов главных стратегических богатств. Поэтому надо уделять максимальное внимание тому, чтобы бизнес работал эффективно.   Вот и Ходарковский сказал, что бизнес должен заниматься социальными вопросами. Думаю,  дерибаски это не услышат и будут и дальше гробить нашу алюминиевую промышленность.</p>
<p>«В борьбе с коррупцией пример, прежде всего, должна показать Администрация Президента и министры. Я много раз ставил вопрос о Сердюкове, - напомнил Г.А.Зюганов. - Ознакомившись с работой Министерства обороны, я пришел в ужас. Руководитель министерства не может сформулировать пять предложений, связанных с безопасностью страны. Расставил своих подружек по разным местам и стали торговать аэродромами, воинскими частями, военными городками».</p>
<p>Отвечая на вопрос ведущей, Г.А.Зюганов сказал, что чиновников надо пересаживать на автомобили отечественного производства. «Я, - сказал он, - обратился с запиской к Президенту, в которой напомнил об успехах индустриализации в Советском Союзе, о том, что там за 10 лет было построено шесть тысяч заводов. Используя опыт других стран, в России можно построить прекрасные автомобильные заводы, производящие дешевые автомобили, доступные для большинства граждан».</p>
