<p>Перед началом заседания конференции первый секретарь обкома партии Худая М.Н. вручила партийные билеты вновь принятым членам партии.<br />
Выступая с докладом, Мария Николаевна Худая подвела итоги организационно-партийной и массово-политической работы партийных организаций области в отчетном периоде и определила задачи на перспективу. Партийными организациями Минской области предпринимались конкретные меры по реализации программных целей и задач партии, возросла активность коммунистов в идеологической и массово-политической работе. Совместно с органами власти и общественностью Минщины проведены мероприятия, посвященные 95-летию Коммунистической партии и образованию БССР, 70-летию освобождения Беларуси от немецко-фашистских захватчиков, 70-летию Победы советского народа в Великой Отечественной войне. Эффективно сработали коммунисты в избирательных кампаниях по выборам депутатов местных Советов депутатов двадцать седьмого созыва и Президента Республики Беларусь.<br />
По инициативе областного комитета партии и при поддержке руководства Миноблисполкома, в целях формирования у граждан области (особенно у молодежи) высокого чувства патриотизма и любви к своему Отечеству, ценностного отношения к окружающей среде, повышения экологической культуры и воспитания бережного отношения к природе, памятникам архитектуры, в 2015 году в Минской области проводился эколого-патриотический марафон, посвященный 70-летию Победы Советского народа в Великой Отечественной войне и Году молодежи.<br />
Интересно и содержательно проходили мероприятия в рамках партийной учебы совместно с членами координационных советов и идеологическим активом области. Семинары проходили ежегодно по региональному принципу. К примеру, в марте-апреле 2015 года было спланировано и проведено четыре кустовых семинара, на которых были рассмотрены вопросы подготовки к 70-летию Великой Победы и проведению эколого-патриотического марафона, а также изучен опыт работы районных партийных организаций КПБ и координационных советов ОО и ПП по вопросам организационной и массово-политической работы на местах. Семинары проводились на базе Вилейского, Слуцкого, Узденского и Столбцовского районов.<br />
Все начинания и общественно-политические акции и мероприятия, которые проводились партийными организациями области, активно поддерживались Минским областным исполнительным комитетом, общественностью Минщины и идеологическим активом на местах.<br />
Активность и деловитость в этом вопросе проявили коммунисты Слуцкой, Вилейской, Столбцовской, Воложинской, Березинской, Несвижской, Клецкой, Логойской, Молодечненской, Смолевичской и районных партийных организаций.<br />
Основываясь на программных установках и решениях ЦК КПБ, Минского обкома КПБ, партийные организации области приняли активное участие в избирательной кампании 2014 года, выдвинув кандидатами в депутаты местных Советов 113 коммунистов. В альтернативной борьбе мандаты депутатов местных Советов получили 91 коммунист, что составляет 84,1 % от числа выдвинутых. Каждый десятый член КПБ избран депутатом местных Советов депутатов.<br />
В 2015 году, в ходе проведения избирательной кампании по выборам Президента Республики Беларусь, коммунистами Минщины было собрано более 12 тыс. подписей за выдвижение А.Г. Лукашенко кандидатом в президенты. Всего в избирательной кампании участвовало от партийных организаций всех уровней – 719 членов КПБ, что составляет 70% от численности областной партийной организации. По результатам участия партийных организаций области в избирательной кампании каждый пятый коммунист, принявший в ней участие, был поощрен исполнительными органами власти, а 147 партийных активистов были награждены Благодарственным письмом Президента Республики Беларусь А.Г. Лукашенко.<br />
Наиболее организованно эта работа проводилась Слуцкой, Вилейской, Столбцовской, Березинской, Воложинской, Борисовской, Клецкой, Копыльской, Логойской, Несвижской, Стародорожской, Дзержинской районной и Жодинской городской партийными организациями.<br />
За отчетный период партийными организациями области принято в ряды КПБ 335 человек и восстановлено 220, из них 97 в возрасте до 30 лет (29 % от вновь принятых). Численность областной партийной организации возросла с 800 до 1078 членов КПБ и увеличилась на 35%.<br />
На 01.01.2016 в составе Минской областной организации КПБ числится 77 первичных партийных организаций.<br />
По росту рядов партии существенных результатов за отчетный период добились Слуцкая и Вилейская районные партийные организации. Общая численность Слуцкой районной партийной организации достигла 166 человек, Вилейской – 146.<br />
Серьезно прибавили в работе по росту партийных рядов Березинская, Столбцовская, Логойская и Пуховичская районные партийные организации. Большое внимание росту рядов за счет приема молодежи (до 31 года) уделяли в Столбцовском, Логойском, Вилейском и Слуцком РК КПБ.<br />
Коммунисты Минщины показывают пример высокого патриотизма и государственного подхода к решению поставленных задач, работая в трудовых коллективах предприятий, учреждений и организаций, достигают высоких показателей на своих участках работы, являются примером для подражания и вносят достойный вклад в социально-экономическое развитие Минской области. Сегодня в их составе трудится 680 членов КПБ, что составляет 63 % от численности областной партийной организации.<br />
Уровень работы с молодежью не всегда отвечает требованиям руководящих документов партии и времени. Нуждается в улучшении система политической учебы коммунистов, особенно с молодыми коммунистами и вновь избранным партийным активом. Необходимо существенно нарастить подписку на партийную газету, шире использовать возможности партийного сайта и странички обкома партии, возможности электронной почты.<br />
В заключение своего выступления Мария Николаевна Худая призвала все партийные организации области уделить самое серьезное внимание работе с молодежью, улучшить дисциплину в уплате партийных взносов и представлении отчетности, лучше и качественнее готовить и проводить партийные собрания на местах, равняться на работу Слуцкой, Вилейской и Столбцовской районных партийных организаций, которые являются лучшими по итогам работы за отчетный период. Обратила внимание на выполнение мероприятий плана работы Минского областного комитета на 2016 год, активное участие коммунистов в общественно-массовой работе в регионах области и в предстоящей избирательной кампании по выборам депутатов Палаты представителей Национального собрания Республики Беларусь, а также на подготовку к празднованию в 2017 году 100-летия Великой Октябрьской социалистической революции. Очень важно и необходимо, чтобы от коммунистов области были представители в Парламенте нашей страны, и мы должны приложить в этом вопросе все усилия.<br />
Затем было предоставлено слово председателю Минского областного Совета депутатов И.Э. Липницкому. Игорь Эдуардович поблагодарил руководство обкома партии за приглашение участвовать в таком представительном форуме, выразил от имени руководства областного исполнительного комитета и себя лично благодарность всем коммунистам области и общественным организациям Минщины за активное участие в избирательной кампании по выборам Президента Республики Беларусь и за активную жизненную позицию коммунистов области. Он подчеркнул, что Минская область является лидирующей областью в республике, и в этом заслуга и органов исполнительной власти, и общественности (в том числе коммунистов), и всех жителей Минщины. По инициативе областного комитета партии проведено достаточно много общественно-массовых мероприятий и просто добрых дел. Достаточно сказать, что при проведении эколого-патриотического марафона на Минщине было высажено 7 млн. саженцев молодых деревьев. И высадили их, прежде всего, молодые люди, представители общественности и коммунисты Минщины, что является примером воспитания экологической культуры у молодежи и населения области на практике.<br />
В завершение своего выступления Игорь Эдуардович вручил Благодарственные письма Президента Республики Беларусь А.Г. Лукашенко 11 представителям общественных организаций области и 15 представителям партийного актива Минщины.<br />
Конференция заслушала и утвердила отчет контрольно-ревизионной комиссии и доклад мандатной комиссии.<br />
Далее в прениях выступили делегаты Шепелева А.П., Рыбак А.В., Пилинкевич А.И., Белоусов В.П., Чечеткина А.И., Богданович В.А., Карачун Д.К.<br />
Выступающие поделились опытом работы на местах, подчеркнули важность и необходимость дальнейшего совершенствования организационно-партийной работы, улучшение взаимодействия с общественными организациями и исполнительными органами власти, особенно с ветеранскими и молодежными организациями, идеологическим активом на местах. Предложили признать работу областного комитета партии за отчетный период «удовлетворительной».<br />
Заместитель начальника главного управления идеологической работы, культуры и по делам молодежи Хмель Т.Н. выразила удовлетворение обстоятельным докладом первого секретаря обкома партии Худой М.Н., а так же ходом дискуссии на конференции. Секретарь ЦК КПБ по работе с молодежью Волович Н.В. в своем выступлении отметил, что Минская областная организация КПБ является одной из ведущих в республике по всем вопросам организационно-партийной и массово-политической работы. Есть существенный рост и по численности, и по уплате членских взносов.<br />
По итогам обсуждения повестки дня были приняты соответствующие постановления.<br />
Затем были рассмотрены организационные вопросы: избран новый состав обкома партии в составе 35 чел., избрана областная КРК в составе 5 чел., избран новый состав бюро обкома партии в составе 10 чел., выдвинуты делегаты XII съезда КПБ в количестве 21 чел., обсуждены кандидатуры для выдвижения в состав Совета КПБ, ЦК КПБ, и Центральной КРК КПБ.<br />
Первым секретарем обкома партии единогласно избрана Худая Мария Николаевна, секретарями обкома партии – Гринкевич Владимир Александрович и Довгучиц Петр Борисович, председателем областной ревизионной комиссии – Чайковская Валентина Николаевна.<br />
В работе конференции приняли участие делегаты конференции, члены ЦК КПБ и областного комитета партии, члены Минской областной ревизионной комиссии КПБ, председатель Минского областного Совета депутатов Липницкий И.Э., заместитель начальника главного управления идеологической работы, культуры и по делам молодежи Миноблисполкома Хмель Т.Н., секретарь ЦК КПБ по работе с молодежью Волович Н.В., и. о. первого секретаря областного комитета ОО БРСМ Кананович Е.В., председатель организационной структуры г. Минска и Минской области РГОО ДОСААФ Драгун А. В., заместитель председателя Минского областного объединения профсоюзов Шедько К.В., председатель Минской областной организации ОО «Белорусский союз женщин» Ситникова С. В., председатель Минской областной организации РОО «Белорусский союз офицеров» Белоусов В.П., председатель Минского областного отделения РОО «Белорусский фонд мира» Ермалович Л.А., председатель Минского областного отделения РОО «Белорусский детский фонд» Пронько Г.Г., председатель Минской областной организации Белорусского Общества Красного Креста Мусенкова Л. С., исполнительный директор Минского областного Агропромышленного Союза, заместитель руководителя Минской структуры «Аграрная партия» Мисюк Г.
