<p><strong>Уважаемые товарищи, члены Центрального Комитета и Совета партии, члены Центральной контрольно-ревизионной комиссии и приглашенные!</strong></p>
<p>Сегодня Центральному Комитету в соответствии с Уставом КПБ необходимо принять решение о проведении отчетно-выборной кампании во всех организационных структурах партии. Думается, что члены Центрального Комитета и Совета партии, Центральной контрольно-ревизионной комиссии примут самое активное участие в подготовке и проведении отчетно-выборных партийных собраний и конференций. Важно всем членам выборных руководящих и контрольных органов помочь своим партийно-политическим и житейским опытом низовому партийному активу в принципиальном анализе и объективной оценке деятельности выборных партийных органов за отчетный период.</p>
<p>Руководствуясь требованиями и нормами Устава партии и Инструкции ЦК КПБ по проведению отчетов и выборов предлагается отчетно-выборную кампанию в партийных организациях провести с декабря 2019 по март 2020 года.</p>
<p>Целесообразно по срокам определиться следующим образом:</p>
<p>- в первичных партийных организациях КПБ – со 2 по 30 декабря 2019 года;<br />
- в районных, городских организациях КПБ   – со 2 по 31 января 2020 года;<br />
- отчетно-выборные конференции в областных и Минской городской организациях КПБ<br />
				   - с 3 по 28 февраля 2020 года.<br />
Районным и городским парторганизациям графики собраний первичных организаций необходимо составить до 27 ноября 2019 года и сообщить их в областные и Минский городской комитеты КПБ.</p>
<p>Второе заседание XIII съезда Коммунистической партии Беларуси провести в марте 2020 года. В его повестку дня предлагается предложить следующие вопросы:</p>
<p>1 Политический отчет Центрального Комитета КПБ - XIII съезду партии.</p>
<p>2 Отчет Центральной контрольно-ревизионной комиссии КПБ – XIII съезду партии.</p>
<p>3 Отчет Совета КПБ - XIII съезду партии.</p>
<p>4 Выборы Центрального Комитета КПБ.</p>
<p>5 Выборы Центральной контрольно-ревизионной комиссии КПБ.</p>
<p>6 Выборы Совета КПБ.</p>
<p>Думаю, уважаемые члены ЦК мы поступим правильно, если в своем решении отметим, что исходя из складывающейся обстановки и результатов проведения отчетно-выборных собраний и конференций при подготовке съезда предлагаемая повестка дня может быть уточнена и дополнена Бюро ЦК КПБ по собственной инициативе или по предложениям областных и Минской городской парторганизаций.</p>
<p>Докладчиков по политическому отчету ЦК, работе ЦКРК и Совета партии предлагается определить Бюро ЦК КПБ, ЦКРК и Совету партии в срок до 29 февраля 2020 года.<br />
Считаю целесообразным предложить отделу организационно-партийной работы ЦК КПБ запросить данные и до 23 декабря 2019 года составить график проведения отчетно-выборных собраний в районных, городских организациях партии и конференций в областных и Минской городской организациях КПБ.</p>
<p>Распределить членов ЦК и ЦКРК для оказания помощи в подготовке отчетно-выборных мероприятий и участия в их работе.</p>
<p>Выборным руководящим органам организационных структур КПБ всех уровней в ходе отчетов и выборов принципиально обсудить и принять взвешенные решения по вопросам: </p>
<p>- состояния работы каждой партийной организации по приему в партию, принципиальной оценки каждого факта сокращения численности парторганизаций;</p>
<p>- активизации деятельности по пропаганде и разъяснению Программных целей и задач КПБ с целью привлечения в партийные ряды молодежи с активной гражданской позицией, расширения электоральной базы голосующих за коммунистов в избирательные периоды, повышения партийного влияния на общественные процессы, происходящие в регионах и стране;</p>
<p>- подбора и выдвижения в выборные руководящие и контрольные органы парторганизаций наиболее подготовленных, принципиальных и активных коммунистов с целью ротации кадров выборного партийного актива от первичной партийной организации до ЦК и ЦКРК КПБ, а также Совет партии. </p>
<p>Критериями должны быть: лидерские качества, высокий авторитет среди товарищей по партии и жителей, знания текущей социально-экономической обстановки территории, на которой действует парторганизация, опыт и умение слушать людей и работать с ними по месту жительства, вести активную работу по разъяснению целей и задач КПБ в современных условиях развития общественно-политической обстановки с учетом исторических заслуг коммунистов перед белорусским народом.</p>
<p>Членам Центрального Комитета и Центральной контрольно-ревизионной комиссии КПБ на местах, оказать помощь обкомам, райкомам и горкомам партии в подготовке и принять активное участие в подготовке и проведении отчетно-выборных собраний и конференций.</p>
<p>Хотелось бы верить, что работа нынешнего Пленума ЦК КПБ весьма актуальна, а его решения должны придать определенную динамику работе как партии в целом, так и всем ее организационным структурам, должны способствовать закреплению места и роли старейшей политической партии нашей страны в жизни современного динамично развивающегося белорусского общества. </p>
<p>Более чем 100-летняя история Коммунистической партии Беларуси, от момента создания до 1992 года, трудные процессы восстановление после её приостановления, а также деятельность с 1996 года в условиях построения независимой Беларуси убедительно доказывают, что только четко выверенный курс, хорошая проработка идейно-теоретических положений, активная и целенаправленная разъяснительная работа программных целей и задач среди рабочих, крестьян и интеллигенции, организованность и сплоченность партийных рядов создавали и будут наращивать авторитет нашей партии, позволят добиваться успехов в её делах и начинаниях. </p>
<p>Примерами, подтверждающие сказанное, служит избрание депутатами Парламента седьмого созыва и местных Советов депутатов членов нашей партии. Кроме нашей партии таким результатом вряд ли могут похвастаться более десятка других белорусских политических партий.</p>
<p>За прошедшее четырехлетие КПБ активно и достаточно удачно участвовала в избирательных кампаниях по выборам Президента Беларуси в 2015 году, депутатов Палаты представителей Национального собрания республики осенью 2016 года и депутатов местных Советов депутатов XXVIII созыва в феврале 2018 года. Говоря об этом, мы твердо убеждены, что только самокритичный взгляд на свою деятельность и принципиальная оценка результатов собственной работы позволят современной КПБ двигаться к новым рубежам в выполнении программных целей и задач вместе с развитием страны в непростых условиях современной обстановки. </p>
<p>Сегодня партия располагает достаточным количеством качественных нормативных документов в виде Устава, партийных инструкций и положений, которые регулируют всю нашу внутрипартийную жизнь. Наша партия практической работой реализовала современные законодательные требования к деятельности политических партий. </p>
<p>Будет правильно, если все секретари первичных, районных и городских партийных организации продолжат активную работу по увеличению численности своих парторганизаций. Необходимо наращивать и расширять сеть первичных партийных организаций по сельским советам, а в городах по микрорайонам, максимально привязывая их к создаваемым во время выборов всех уровней избирательным округам. Эту важную работу нельзя оставлять без постоянного внимания партийного актива. Усилия по восстановлению в партии бывших членов КПСС необходимо наращивать. </p>
<p>Об всем этом должен состояться заинтересованный принципиальный и самокритичный партийный разговор на отчетно-выборных собраниях, а каждый коммунист проникнется чувством личной ответственность за расширение сферы и качества влияния коммунистов среди соотечественников.</p>
<p>Наша партия в современных условиях развития мировой и внутренней ситуации обязана адекватно реагировать на события и явления жизни, предусматривать их развитие, добиваться действенных результатов в обеспечении сохранения общественно-политической стабильности и положительной динамики развития белорусского общества. Именно на это и должны быть направлены усилия партийного актива в ходе отчетно-выборных собраний и конференций всех партийных организаций.</p>
<p>Необходимо принципиально самокритично проанализировать деятельность каждого за прошедшие после последнего съезда КПБ время, определить перспективные направления деятельности с учетом возможных изменений законодательства и реалий политической системы.</p>
<p>Предстоящая отчетно-выборная кампания в партии имеет ряд отличительных особенностей, определенных предстоящими важнейшими политическими событиями, как в международном плане, так в жизни современного белорусского общества и КПБ. Мы понимаем, что капитализм исчерпал все свои возможности, а потому и агонизирует в виде финансово-экономических кризисов, военных конфликтов, терроризма, информационных войн и других пороков.</p>
<p>В современной общественно-политической ситуации именно КПБ последовательно и принципиально защищает позиции по сохранению идеологии пролетарской партии и её верности идеалам борьбы за коренные интересы трудящихся в сложных условиях антикоммунистической и антибелорусской истерии, поднятой так называемыми «демократами» и мировой буржуазией. Поэтому нам необходимо не только продолжать, но и наращивать усилия по сохранению общественно-политической стабильности и консолидации населения страны вокруг руководства республики. Именно это требуется для проведения предстоящей президентской избирательной кампании лета 2020 года. </p>
<p>Вместе с тем, нельзя в ходе отчетно-выборной кампании не замечать или обойти молчанием факты, когда имеют место инертность и скованность во внутрипартийных отношениях, консервативность мышления, застарелая тяга к заорганизованности. Недостаточно активно ведется разъяснительная и агитационно-массовая работы с гражданами по месту жительства, остается стремление работать только с коммунистами, т.е. - внутри себя, а не выход на широкие массы трудящихся, разъяснение им наших партийных идей и программы. К сожалению, не редки случаи, когда принимаемые решения остаются не выполненными. Отсутствует вдумчивый анализ результатов выполнения принимаемых решений и причин низкой исполнительской дисциплины. </p>
<p>Тщательному разбору следует подвергнуть пассивную позицию отдельных членов партии по выполнению уставных обязанностей, выполнению партийных поручений и решений парторганизаций и руководящих выборных партийных органов, росту рядов партии, повышению идейно-политического уровня, подписке на периодическую печать, нарушениям норм уплаты членских взносов.</p>
<p>Целесообразно разобраться в причинах снижения в ряде мест авторитета некоторых выборных партийных органов, их руководителей. Думается, что стиль работы ряда выборных партийных органов и их руководителей требует серьезного переосмысления в ходе отчетно-выборной кампании. Поэтому райкомам и горкомам, областным и Минскому городскому комитетам КПБ следует продуманно подойти к подбору и расстановке партийного актива.</p>
<p>Думается, что ЦК поступит разумно, если уже сегодня даст импульс работе партийных организаций по подготовке к предстоящим президентским выборам 2020 года и нацелит партийный актив на серьезную подготовительную деятельность. Это важно в условиях многолетней информационной войны по дискредитации высшего политического руководства и мощного давления на Беларусь американского империализма и его союзников по НАТО, происков польских националистов и российских олигархов в купе с местными оппозиционерами. </p>
<p>Уважаемые товарищи! Вам предложен краткий обзора того, что нам предстоит сделать в отчетно-выборный период. Предлагаемые меры должны способствовать укреплению идейно-организационного единства партийных рядов, увеличению численного состава парторганизаций, повышению их активности и боевитости в выполнении уставных задач и программных целей Коммунистической партии Беларуси. </p>
