ОБРАЩЕНИЕ 18-Й МЕЖДУНАРОДНОЙ ВСТРЕЧИ КОММУНИСТИЧЕСКИХ И РАБОЧИХ ПАРТИЙ

18-я Международная встреча коммунистических и рабочих партий на тему «Капиталистический кризис и империалистическое наступление - стратегия и тактика коммунистических и рабочих партий в борьбе за мир, права рабочих и народов, социализм» состоялась 28 - 30 октября 2016 года в Ханое, столице Социалистической Республики Вьетнам.
Обсудив мировую ситуацию и растущие проблемы, с которыми сталкивается человечество, нации, рабочие и народы многих стран, в частности, углубляющиеся социально-экономический и экологический кризисы;
Обсудив возрастающую небезопасность и нестабильность во многих частях мира, вызванные капитализмом, углубившие капиталистический кризис, приведшие к росту империалистических интервенций, вмешательств и махинаций, способствовавшие появлению так называемого 'ИГИЛ' и других экстремистских преступных сил, а также кризисов, связанных с наплывом беженцев;
Подчёркивая, что социализм – единственная реальная альтернатива продолжающимся экономическим, социальным и экологическим кризисам, капиталистической эксплуатации и варварству;
Приветствуя борьбу народов и рабочих во всех частях мира против капитализма и империалистического наступления, во имя трудовых, социальных и демократических прав, гендерного равенства, национальной независимости и суверенитета, мира и социализма;
Подчёркивая историческое значение Великой Октябрьской социалистической революции в контексте её предстоящей 100-й годовщины в 2017 году;
Будучи воодушевлёнными достижениями и полученным опытом борьбы и сотрудничеством между коммунистическими и рабочими партиями в предыдущие годы;
Призываем коммунистические и рабочие партии к разработке совместных действий по следующим направлениям:
- активизация теоретических и практических работ и обменов по вопросу строительства социализма в 21-м веке;
- сотрудничество при подготовке к совместному празднованию 100-й годовщины Великой Октябрьской социалистической революции, подчёркивая тем самым её историческое значение в прокладывании пути к новому периоду в истории человечества, а также вклад социализма в продвижение борьбы рабочих и народов за освобождение, необходимость усиления борьбы за мир, социальный прогресс и социализм; организация различных сопутствующих мероприятий;
- празднование 150-й годовщины публикации "Капитала" Карла Маркса;
- содействие обмену стратегиями, тактикой и опытом с целью усиления борьбы со всеми формами капиталистических идеологических и политических обложений и наступлений, для усиления коммунистических и рабочих партий и усиления мобилизации трудящихся и более широких масс, в частности молодёжи, студентов и женщин, в антиимпериалистической борьбе за трудовые, социальные, профсоюзные и демократические права и социализм;
- укрепление деятельности, направленной на защиту демократических прав и свобод, против антикоммунизма и всех форм дискриминации, выражение солидарности коммунистам в Украине и других странах, где они сталкиваются с преследованием и запретом их деятельности; организацию мероприятий против фашизма и неонацизма по случаю годовщины Победы над нацистским фашизмом 9 мая 1945 г. (предпочтительно в 5-11 числах мая 2017 года);
- расширение антиимпериалистического фронта для усиления борьбы за мир, против империалистической оккупации, интервенции и вмешательства во внутренние дела других стран, против НАТО и его расширения, против ядерного оружия, милитаризации и иностранных военных баз, для мирного и справедливого урегулирования всех конфликтов на основе принципов международного права;
- укрепление деятельности, требующей окончания американской блокады Кубы, поддержки права палестинцев на свободное, суверенное и независимое государство и выражающей солидарность со всеми народами Азии, Ближнего Востока, Африки, Латинской Америки и Европы, сталкивающихся с империалистической оккупацией, интервенцией, вмешательством во внутренние дела и блокадой.

В завершение, участвующие Коммунистические и Рабочие партии благодарят Коммунистическую партию и народ Вьетнама за гостеприимство и подтверждают непоколебимую многолетнюю поддержку и солидарность с вьетнамцами в строительстве и защите социалистической страны./.

Appeal of the 18th International Meeting of Communist and Workers Parties

The 18th International Meeting of Communist and Workers Parties held on the 28- 30 of October 2016 in Hanoi, the capital of the Socialist Republic of Vietnam, under the theme “Capitalist crisis and imperialist offensive - Strategy and tactics of the Communist and Workers ’ Parties in struggle for peace, workers ’ and peoples ’ rights, socialism”,
Having discussed the world situation and the growing challenges faced by humanity, nations, workers and peoples of many countries, particularly the worsening socio-economic and environmental crises, the increasing insecurity and instability in many parts of the world, caused by capitalism, deepened capitalist crisis, imperialist interventions, interference and machinations, fostering the emergence of so-called ‘ISIS’ and other extremist criminal forces, as well as refugee crises;
Stressing that socialism is the only real alternative to the on-going economic, social and ecological crises, to capitalist exploitation and barbarity;
Saluting the struggles of the people and workers in all parts of the world against capitalism and imperialist offensive, for labor, social and democratic rights, gender equality, national independence and sovereignty, peace and socialism;
Emphasizing the historical significance of the Great October Socialist Revolution in Russia in the context of its forthcoming 100 anniversary in 2017;
Being encouraged by the achievements and experiences of the struggle of and cooperation among communist and workers’ parties in the previous years;
Calls upon Communist and Workers Parties to develop common and convergent actions along the following axis:
- Intensifying theoretical and practical works and exchanges on building socialism in the 21st Century;

- Working together towards the joint commemoration of 100 anniversary of the Great October Socialist Revolution to highlight its historical significance in paving the way for a new period in human history, the contribution of socialism to advance the struggle of workers and peoples for their emancipation, and the need to strengthen the struggle for peace, social progresses and socialism; organizing diverse related activities;
- Commemorating the 150 anniversary of the publication of "Das Capital" by Karl Marx;
- Promoting exchange of strategies, tactics and experiences to strengthen the fight against all forms of capitalist ideological and political imposition and offensive, to strengthen communists and workers parties and to enhance mobilization of the working people and wider masses, particularly youth, students and women, in the anti-imperialist struggles, for labor, social, trade union and democratic rights, and socialism;
- Strengthening activities to defend democratic freedoms and rights, against anti-communism and all forms of discrimination, to express solidarity with communists in Ukraine and other countries who face persecution and bans on their activity; organizing, preferably in the week of 5-11 May 2017, activities against fascism and neo-nazism on the occasion of the anniversary of the Victory over Nazi-fascism (9/5/1945);
- Broadening the anti-imperialist front to enhance the struggle for peace, against imperialist occupation, interventions and interference into internal affairs of other countries, against NATO and its expansion, against nuclear weapons, militarization and foreign military bases, for the peaceful and just settlement of all conflicts based on the principles of International Law;
- Intensifying activities to demand the ending of the US blockade against Cuba, to support the right of Palestinian people to a free, sovereign and independent state and to express solidarity with all peoples in Asia, Middle East, Africa, Latin America and Europe who face imperialist occupation, intervention, interference and blockade.
