Наше многовековое братство борьбы, побед и совместного бытия подвергается изощренным атакам извне и изнутри. Те же силы, что взламывают единство народов России и Украины, реализуют ныне свой гнусный замысел и в российско-белорусских отношениях.<br />
</strong><br />
Мы убеждены, что прочный союз наших стран является основой экономической, политической и военной безопасности, ключевым элементом безопасности членов Содружества независимых государств и Евразийского экономического союза. Это накладывает на всех нас особую ответственность.</p>
<p>Циничная атака против Белоруссии спланирована давно. Сегодня она привязана к президентским выборам 9 августа 2020 года. Её стратегическая цель – разрушение белорусской государственности и нашего союза, ослабление таким образом всех стран СНГ, разрыв их интеграционных связей.</p>
<p>В мае текущего года я опубликовал статью-манифест «Русский стержень державы». Она посвящена тысячелетнему братству народов, ставших ядром Русского мира, их выдающимся свершениям, вершиной которых стала великая Советская эпоха. В ней отмечены и те суровые вызовы, с которыми мы сталкиваемся сегодня.</p>
<p>Эта работа направлена как руководству России, так и главам государств, объединенных общей исторической судьбой и давним союзничеством. Крупнейшая мировая катастрофа, которой стало разрушение СССР, нанесла тяжелейший урон славянским народам, нарушив их территориальное единство, поставив под угрозу политическую, социально-экономическую и культурную общность.</p>
<p>Время всё жестче ставит перед нами вопрос о выживании, о сохранении гражданского мира и спасении нашей государственности. Ей всё очевиднее угрожают внешние противники во главе с политической, финансовой и военной элитой США. Это выливается в экономические санкции, в информационную войну, в жёсткое политическое давление по всему периметру наших границ. От решения данной проблемы зависит судьба России и всех народов, проживающих в рамках территории СССР.</p>
<p>Заявления и инициативы лидеров России и Белоруссии неоднократно подтверждали, что они осознают серьезность современных вызовов. У всех патриотично мыслящих сил есть понимание, что достойно ответить на них мы можем, только опираясь на тесные союзнические отношения и защищая общие интересы. Стремление к этому легло в основу Союзного государства России и Белоруссии. Его создание стало важнейшим шагом в деле преодоления последствий разрушительного беловежского сговора 1991 года.</p>
<p>На пути наших братских устремлений лежат корыстные интересы транснационального капитала, выразителями которого стали США и их союзники по НАТО. Стремясь спасти глобальный капитализм от полного погружения в кризис, они всячески задействуют механизмы гибридных войн, расширяют экспансию, разжигают управляемый хаос. Щупальца этого спрута уже удушающе опутали Украину. Привод к власти бандеровской клики в Киеве осуществлён ради экономического закабаления братской страны, укрепления русофобского альянса в Восточной Европе и формирования «Балтийско-Черноморского санитарного кордона».</p>
<p>Новая мишень на пути глобалистов – Белоруссия. Противникам законно избранной власти отводится та же роль, что и оранжевой проказе на Украине. Не случайно их вдохновили поднять флаг, который в 1942 году фашистский рейхскомиссариат уже признавал официальным на территории оккупированной Белоруссии. Не покорившийся фашистским захватчикам народ сегодня пытаются повести по пути колонизации, разрушения экономики и культуры. И, как обычно, делается это под предлогом присоединения к «свободному миру».</p>
<p>Белоруссия сумела не только сохранить лучшее из советского опыта, но и приумножить его. В последнюю четверть века она обеспечила устойчивый рост своего экономического потенциала. Если антинациональным силам под диктовку «кураторов» из Вашингтона, Варшавы и Вильнюса удастся разрушить уникальные завоевания, это положит конец молодой белорусской государственности. Это нанесет серьезнейший удар и по интересам России, лишит её важнейшего и надёжного союзника на континенте. Этот поставит под угрозу безопасность и стабильность на всем евразийском пространстве.</p>
<p>Чтобы помешать разрушительным планам, мы обязаны перейти от деклараций и протоколов к конкретным мерам, к срочным и решительным действиям. Их целью должно стать максимальное укрепление российско-белорусского Союза. Есть острая потребность активизировать деятельность его институтов по всем направлениям. Убежден, что сегодня это – первоочередная задача российских органов власти. Эффективные способы её решения нужно искать совместно с белорусским руководством. Этот вопрос необходимо рассмотреть на ближайших заседаниях Совета безопасности России, Государственной Думы и Совета Федерации. Следует выработать ясную программу политического, экономического, социального, научного и культурного взаимодействия братских государств перед лицом исторической угрозы.<br />
КПРФ и народно-патриотические силы России убеждены, что программа действий должна включать в себя следующие меры:</p>
<p>- Введение в повседневную практику совместных заседаний правительств России и Белоруссии. Обеспечение эффективной работы союзного российско-белорусского парламента. Перевод этой деятельности на постоянную основу. Организация совместного фонда развития Союзного государства. Все государственные органы двух стран призваны обеспечить своевременную выработку и реализацию общих стратегических и оперативных решений. Мы убеждены, что парламентские органы наших стран могли бы занять более активную позицию.</p>
<p>- Расширение взаимовыгодного экономического сотрудничества. Это основа, на которой должны строиться прочные отношения. Необходим спокойный, объективный анализ всего комплекса наших торгово-экономических связей. Давно пришло время разрешить застарелые проблемы в этой сфере.</p>
<p>- Максимальное укрепление взаимодействия между регионами России и Белоруссии и городами-побратимами с созданием широкой сети совместных предприятий. Прежде всего это касается таких сфер, как машиностроение, электроника, агропром, текстильная промышленность, в которых мы вместе добились больших успехов ещё в советские годы. Накопленный ранее опыт необходимо возрождать и развивать. Убедительный пример – работающее в Новосибирске российско-белорусское предприятие по производству трамваев «Белкоммаш-Сибирь», создание которого инициировал мэр-коммунист Анатолий Локоть.</p>
<p>- Значительное увеличение мест в российских вузах для студентов из братской Белоруссии. Недопустимо, что мы упускаем инициативу в этой сфере, в то время как Польша активно привлекает в свои вузы белорусскую молодежь. Агрессивные выступления радетелей «свободы» под флагом нацистских оккупантов красноречиво указали на то, чему обучают в университетах Варшавы и Кракова. В костяк выступающих входят те, кто прослушал «курс лекций» националистов, лелеющих имперские мечты о возрождении Речи Посполитой, чья шляхта не считала белорусов за людей и относилась к ним как к бесправным рабам.  </p>
<p>- Организация регулярных стажировок молодых талантливых ученых на базе Российской Академии Наук – в крупнейших научных центрах Москвы, в новосибирском Академгородке, в других регионах нашей страны. Прохождение практики российских специалистов на ведущих промышленных предприятиях Белоруссии, успешный производственный и социальный опыт которых заслуживает использования в России. Достаточно назвать Минский тракторный завод, где собран каждый третий трактор в Европе и каждый второй в России.</p>
<p>- Создание российско-белорусских студенческих стройотрядов, которые будут способствовать сплочению нового поколения братских народов. Прекрасный пример в этом начинании подан комсомольцами России, Белоруссии и Украины, накопившими опыт работы на совместных стройках.</p>
<p>- Значительное расширение деятельности по методам народной дипломатии. Предстоит подключать к интеграционным процессам широкий спектр общественных сил наших стран по принципу: «Чем крепче фундамент, тем прочнее здание». Правительству России следует повысить роль «Россотрудничества» и активно содействовать реализации его программ.</p>
<p>- Слаженная борьба России и Белоруссии с коронавирусом. Здесь координация профилактических мер должна сочетаться с полноценным обеспечением всех граждан Союзного государства противовирусной вакциной российского производства.</p>
<p>- Углубление связей по оборонной линии. Армия Республики Беларусь надежно прикрывает как свои, так и западные границы России. И происходит это на наиболее опасном направлении. Возможности высокотехнологичного белорусского оборонно-промышленного комплекса могли бы использоваться Россией более активно. Приветствуя курс на импортозамещение, мы обязаны учитывать, что ОПК России и Белоруссии давно и глубоко интегрированы.</p>
<p>- Широкое использование нашего культурного потенциала, общности языка, традиций, исторических достижений. Поддержка средств массовой информации, содействующих укреплению связей наших народов и межгосударственного взаимодействия. Полагаем, что в России должна быть дана оценка тем СМИ, что имеют поддержку государства или госкорпораций, но занимают сторону антироссийских сил. Полагаем, что и в Белоруссии есть необходимость присмотреться к провокационной деятельности ряда СМИ, стоящих на русофобской позиции.</p>
<p>Призываю вас, уважаемые Владимир Владимирович и Александр Григорьевич, принять исчерпывающие меры для устранения любых препятствий на пути наших отношений. Обеспечить всемерное раскрытие огромного потенциала нашего сотрудничества. Нет сомнений, что это получит твердую поддержку наших народов – патриотов России и Белоруссии.</p>
<p>Еще раз подчеркну: дружба России и Белоруссии, укрепление молодой белорусской государственности и Союзного государства в целом – это залог нашего общего выживания и успешного развития.</p>
<p>Мы обязаны ясно осознавать: мир входит в зону политических и социально-экономических потрясений. Они вызваны необратимым кризисом американского проекта неолиберальной глобальной экспансии. В условиях, когда Соединённые Штаты оказались на пороге настоящей гражданской войны, эта турбулентность становится ещё опаснее. Президентские выборы в США способны спровоцировать её новый виток. В мировой повестке дня возникает перспектива крушения политических, финансовых и экономических основ глобального капитализма. Устоять на историческом переломе, не оказаться погребенными под обломками одряхлевшей системы, гарантировать свою независимость и развитие – всё это наши народы могут сделать лишь в самом тесном союзе.</p>
<p>Хочу напомнить всем, кто толкает Белоруссию на путь хаоса, отрабатывает в её городах сценарий российского майдана, унижает нашу Родину, клевещет на наше общее прошлое, насмехается над нашими подвигами, оскорбляет Русский мир: вы играете с огнем! Русские и белорусы живут идеей справедливости. Им претят жизненные принципы наживы и стяжательства. Пока в нас жив великий дух Победы, мы способны подняться из любого ада и мрака, преодолеть любой кризис, добиться новых исторических побед.</p>
<p>Мы – белорусы, украинцы и русские – вышли из одного корня и вместе добились великих свершений. Если сохраним разум и душу – никаким противникам не суждено похоронить наше вековое братство, наше неразрывное единство, наше достойное будущее!<br />
