Обсудив доклад секретаря ЦК КПБ по идеологической работе В.С. Леоненко «Об актуальных вопросах совершенствования идейно-теоретической работы партии в современных условиях», Центральный Комитет отмечает, что признаки исторической обреченности империализма очевидны. Экономический спад не преодолен. Мир до сих пор не может выйти из экономического кризиса. Более того, он вплотную приблизился к своей новой фазе. Данная ситуация обусловлена общим системным кризисом капитализма.
Ухудшение экономической ситуации неизбежно влечёт за собой обострение социальных и политических противоречий. Внутри государств они обусловлены желанием имущих классов переложить все тяготы кризиса на плечи трудящихся. На международной арене противоречия вызваны стремлением мирового капитала иметь неограниченный доступ к источникам сырья и рынкам сбыта.
Империализм усилил свою агрессивность, демонстрируя свою неспособность предложить миру динамичное, бескризисное и бесконфликтное развитие. Военные действия на Ближнем Востоке и в Северной Африке стали началом «ползучей» третьей мировой войны, которую США и Запад в целом развязали против человечества с целью установления мирового господства на основе своей системы ценностей и образа жизни.
Историческое банкротство капитализма наглядно проявляет себя и в идейной нищете его апологетов. Теоретики глобализма неспособны предложить внятной системы взглядов, открывающей человечеству перспективы социально-экономического и духовного прогресса. В этих условиях наглядно демонстрирует свою жизненную силу марксизм-ленинизм с его методом диалектико-материалистического познания действительности и классовым подходом к анализу социальных явлений. Именно эта теория даёт возможность вскрыть суть происходящих в мире процессов. Построение социализма XXI века остаётся реальной и необходимой альтернативой зашедшему в тупик капитализму.
Социально-экономический опыт Беларуси доказывает, что социальное государство с регулируемой им экономической жизнью и независимым политическим курсом - предпочтительнее моделей, навязываемых империализмом. Такое государство в современных условиях - лучшая защита от кризисов, нищеты и произвола.
Теоретическая деятельность Компартии Беларуси за последние годы была напряженной и продуктивной. Главным её результатом стала разработка новой редакции Программы КПБ, принятой X съездом в 2011 году. Коммунисты имели возможность принять участие в дискуссии по проекту новой редакции Программы партии, приобщиться к коллективному теоретическому поиску ради достижения главной цели – социализма.
КПБ провела значительную идейно-теоретическую работу, активизировала применение современных информационных технологий, совершенствовала приёмы и методы агитационно-пропагандистской работы. При этом существует необходимость дальнейшего внимательного исследования многих вопросов теории и практики. Предстоит значительная работа по совершенствованию подготовки партийных кадров и их идейному воспитанию. По-прежнему необходима стройная и эффективная система партийно-политической учёбы. Востребованной остается высокая идейно-теоретическая подготовка активистов партии, уверенность в правоте наших взглядов.
Пленум Центрального Комитета Компартии Беларуси постановляет:
1. Бюро ЦК, обкомам, горкомам и райкомам партии, первичным парторганизациям для реализации программных целей и задач КПБ усилить идейно-теоретическую и агитационно-пропагандистскую работу. Широко использовать критику системных пороков капитализма, разоблачать попытки либеральных, националистических и других деструктивных сил дестабилизировать белорусское общество. Шире использовать имеющийся арсенал пропагандистских средств, активнее разрабатывать и применять новые формы работы.
Осуществить конкретные меры по повышению эффективности теоретической работы, для чего привести в действие весь научный потенциал партии, учёных социалистической ориентации, академическую с правами райкома первичную партийную организацию, педагогов гуманитариев и экономистов.
2. Секретариату ЦК КПБ совместно с руководством белорусской организации ученных социалистической ориентации и общества «Знание», представителями международного коммунистического и рабочего движения выработать перечень вопросов, связанных с проблематикой и опытом советской цивилизации, состоянием и перспективами развития общественно-политической и экономической жизни Беларуси и спланировать их исследование в рамках постоянно действующего методологического семинара по вопросам социализма 21 века.
3. Обкомам и Минскому горкому КПБ в течение июля-сентября 2013 года рассмотреть на своих пленумах вопросы идейно-теоретической и агитационно-пропагандистской работы. Наметить конкретные меры по её совершенствованию. Настойчиво обеспечивать соблюдение положений Программы КПБ как основы для идейно-теоретической работы партии.
Партийным комитетам вести активную работу по пропаганде достижений Республики Беларусь в экономике, науке, здравоохранении, социальной сфере, а также перспектив дальнейшего социально-экономического развития государства.
4. ЦК КПБ, обкомам, горкомам и райкомам партии, первичным парторганизациям обеспечить работу постоянно действующего методологического семинара с целью обобщения и развития современной теории и практики марксистско-ленинского учения, четко обозначить позицию КПБ по основным социально-экономическим вопросам, волнующим современное белорусское общество.
Осуществлять организацию исследовательской деятельности по широкому кругу проблем, основываясь на марксистско-ленинской методологии, на принципах диалектического и исторического материализма и классового подхода к оценке явлений социальной жизни. Обеспечить систематическое обсуждение вопросов теории на «круглых столах», в дискуссиях и на научно-практических конференциях.
По итогам работы методологического семинара:
- разработать и принять в установленном порядке экономическую платформу КПБ;
- сформировать концепцию по изданию новейшей истории КПБ;
- создать библиографию публикаций и книг, разоблачающих фальсификации истории советского периода.
Редакции газеты «Коммунист Беларуси. Мы и время» постоянно держать в фокусе внимания тенденции развития мировой капиталистической системы и стран социалистического выбора. Продолжать изучение и популяризацию достижений советской цивилизации.
Первостепенное внимание необходимо уделить работе интернет-сайта КПБ как важнейшего средства пропаганды идей и целей партии среди белорусского общества.
5. Центральному Комитету, партийным комитетам партии и первичным парторганизациям уделять особое внимание политическому образованию новых членов КПБ. При организации партийной учёбы ставить во главу угла овладение основами диалектического и исторического материализма, классового подхода к оценке явлений социальной жизни. Важнейшей составной частью партийной пропаганды, партийной учёбы и политического просвещения должны оставаться изучение и популяризация наиболее актуальных произведений Маркса, Энгельса, Ленина в сочетании с системным анализом политической практики современного коммунистического и рабочего движения.
6. Бюро ЦК КПБ, партийным комитетам на местах расширять связи с трудовыми коллективами и общественными объединениями, всеми лево-патриотическими силами страны в целях реализации основных положений Программы КПБ.
7. Бюро ЦК КПБ, обкомам, горкомам и райкомам партии принять необходимые меры для усиления организационной и пропагандистской работы партии в период подготовки и проведения выборов в местные органы власти 2014 года.
8. Партийным комитетам всех уровней активизировать взаимодействие с идеологическими структурами органов исполнительной власти, музеями, библиотеками и другими культурно-просветительскими учреждениями.
Организовать агитационно-пропагандистскую работу в связи с 70-летием освобождения Белоруссии от немецко-фашистских захватчиков, 70-летием Победы советского народа в Великой Отечественной войне, 95-летием образования Белорусской Советской Социалистической Республики и Коммунистической партии Беларуси.
В декабре 2013 года провести научно-практическую конференцию «95 лет белорусской государственности и роль Коммунистической партии Беларуси в ее обретении».
9. Контроль за выполнением настоящего Постановления возложить на Бюро ЦК КПБ.
