О молодежной политике Коммунистической партии Беларуси в современных условиях.
Заслушав и обсудив доклад секретаря ЦК КПБ по работе с молодежью Н.В.Воловича «О молодежной политике Коммунистической партии Беларуси в современных условиях» Центральный Комитет Коммунистической партии Беларуси отмечает, что ряд партийных комитетов накопил положительный опыт решения молодежных проблем в современных условиях, осваивает новые методы привлечения молодежи в ряды КПБ, использует творческий потенциал молодых коммунистов.
Проводимая работа дает заметные результаты во Фрунзенской и Первомайской районных партийных организациях города Минска, в Брестском областном и Ивановском, Барановичском, Ляховичском районных комитетах, Жодинской городской, Пуховичской и Столбцовской районных организациях Минской области, Дубровинском райкоме КПБ Витебской области, Волковысском горкоме Гродненской области.
Вместе с тем уровень партийное влияние на молодежь в современных условиях явно недостаточен. Не все партийные комитеты действуют активно и наступательно. Не всегда проводимая работа сопровождается приобщением молодых членов КПБ к выполнению ответственных поручений, ростом авторитета партии в глазах молодежи.
При проведении молодежной политики комитеты КПБ всех уровней недостаточно взаимодействуют с БРСМ, профсоюзами, студенческими советами, культурными и спортивными организациями, общественными молодежными и детскими объединениями.

ПОСТАНОВЛЯЕТ:
1. Областным и Минскому городскому комитетам КПБ, райкомам, горкомам и первичным партийным организациям считать молодежную политику приоритетным направлением деятельности, усилить работу по решению актуальных проблем молодежи, совершенствовать методы привлечения молодежи в ряды КПБ.
В апреле-мае 2012 года на пленумах партийных комитетов обсудить проблемы взаимодействия с лево-патриотическими молодежными организациями, в первую очередь с БРСМ, по реализации государственной молодежной политики.
2. Партийным комитетам, первичным партийным организациям, с учетом уровня социально-экономического развития регионов по согласованию с руководящими органами БРСМ разработать комплекс мероприятий, направленных на реализацию молодежной инициативы и энергии по выполнению Республиканской программы «Молодежь Беларуси» на 2011-2015 годы, приобщению молодых людей к повседневному общественно-полезному труду в интересах поступательного развития страны и повышения благополучия соотечественников, решению задач обеспечения конкурентоспособности молодежи на рынке труда и ее полной занятости, искоренению чуждых национальным традициям белорусов таких общественных пороков как наркомания, пьянство, преступность. Время требует активного увеличения приема юношей и девушек в ряды партии, привлечение молодых сторонников к работе КПБ.
3. Активизировать работу по подбору, воспитанию и подготовке кадров партийного актива из числа молодых коммунистов, смелее выдвигать их в выборные партийные органы.
При формировании кадрового резерва партийного актива включать в него молодых коммунистов, оптимально сочетая знания и опыт ветеранов с боевитостью и активной жизненной позицией молодых.
Наладить продуманную и продуктивную работу отделов молодежной политики в областных и Минской городской организациях партии. Возродить движение наставничества в районных организациях КПБ, закрепляя за вновь назначенными на должности в различных отраслях народного хозяйства молодыми специалистами и рабочими наиболее опытных коммунистов-наставников. Практиковать заслушивания наставников на собраниях в парторганизациях по выполнению данного партийного поручения.
4. Красноармейской (парламентской) партийной организации, коммунистам-депутатам Палаты представителей Национального собрания Республики Беларусь, местных Советов депутатов активнее выступать с законодательными инициативами, направленными на защиту прав и интересов различных категорий молодежи.
Шире практиковать встречи с депутатами-коммунистами всех уровней для постоянного уточнения и пропаганды молодежной политики государства. Использовать институты молодежного парламентаризма для усиления влияния коммунистов в молодежной среде.
Партийным комитетам в ходе избирательных кампаний по выборам депутатов Палаты представителей Национального собрания Республики Беларусь в сентябре 2012 года и местных Советов депутатов в 2014 году смелее готовить и выдвигать молодых коммунистов-активистов молодежного движения в качестве членов территориальных и окружных избирательных комиссий, кандидатов на депутатские места в представительных органах власти.
В период проведения выборных кампаний привлекать (с их согласия) членов БРСМ к совместной работе в единой команде лево-патриотического блока общественно-политических сил страны.
5. Доходчиво и убедительно разъяснять молодым людям достижения Республики Беларусь в области экономики, социальной сферы, образования, науки и культуры за последнее десятилетие, особый путь развития страны, несостоятельность взглядов и измышлений белорусской оппозиции о роли Президента Республики Беларусь А.Г.Лукашенко в становлении Беларуси как суверенного европейского государства.
С классовых позиций наглядно показывать хищнический характер законов капитализма и глобализма, пагубности их последствий для развития социально ориентированного белорусского государства, сохранения семейных ценностей, национальной самобытности и толерантности белорусов. С позиций марксистско-ленинской науки об обществе активно и аргументировано выступать против попыток внесения в молодежную среду буржуазных нравов и взглядов, разоблачать неприемлемость разрыва естественных связей поколений, индивидуализма и стяжательства, национального превосходства и экстремизма, других социальных пороков капитализма.
Областным и Минскому городскому комитетам КПБ совместно с молодежными организациями лево-патриотической направленности систематически готовить, организовывать и проводить выступления в молодежных коллективах, особенно в ВУЗах и средних специальных учебных заведениях, средствах массовой информации, максимально используя в этих целях научный потенциал ученых социалистической ориентации.
Редакционной коллегии газеты «Коммунист Беларуси. Мы и время» организовать взаимодействие с редакционными коллективами молодежных изданий «Знамя юности», «Чырвоная змена», обмен материалами по молодежным проблемам развития современного белорусского общества, сохранения общественно-политической стабильности и пропаганды идеологии белорусского государства.
6. Ввести в практику работы областных и Минской городской парторганизаций поддержку работы партийных интернет-ресурсов путем перечисления в информационный фонд средств на содержание сайта КПБ.
Областным комитетам КПБ с целью расширения информирования населения о деятельности партийных организаций и активизации работы с молодежью до 1 сентября 2012 года создать свои интернет-ресурсы.
7. Деятельность партии должна быть направлена на усиление ее влияния на молодежь и привлечение в свои ряды молодых людей. Отчетливо проявилась потребность в применении новых методов, позволяющих привлекать молодежь в партию.
Практическая помощь молодежи для Компартии Беларуси в решении социально-экономических и общественно-политических задач должна осуществляться через создание молодежной организации, ориентированной на Коммунистическую партию Беларуси.
Областным и Минскому городскому комитетам КПБ до 1 июля 2012 года создать организационные структуры ориентированной на Коммунистическую партию Беларуси молодежной организации из числа коммунистов в возрасте до 31 года.
8. Контроль за выполнением настоящего постановления возложить на Бюро ЦК КПБ.
