О повышении эффективности работы первичных организаций
Коммунистической партии Беларуси в современных условиях
Заслушав и обсудив доклад секретаря ЦК КПБ по организационно-партийной и правовой работе Г.П. Атаманова «О повышении эффективности работы первичных организаций Коммунистической партии Беларуси в современных условиях» Центральный Комитет отмечает, что многие первичные организации партии стали важными центрами общественно-политического влияния на своих территориях. Являясь ключевым звеном партии, они выполняют организационные, информационно-агитационные, кадровые, коммуникативные и иные функции по формированию притягательных для людей ценностей и идеалов коммунистического движения, способствуют пониманию политики партии в складывающейся в обществе ситуации.
Вместе с тем работа ряда первичных парторганизаций неэффективна и нуждается в активизации. Часть из них находится в дремотном состоянии. Они не утруждают себя работой с наболевшими вопросами на своих территориях, не увеличивают численность партии и не укрепляют ее авторитет.
1. Бюро ЦК КПБ, Минским городскому и областному комитетам, продолжая практику международного сотрудничества в рамках СНГ, инициировать проведение в городе-герое Минске в марте 2013 года заседания Совета СКП-КПСС, посвященного 115-летию I съезда РСДРП. Секретариату и Бюро ЦК КПБ разработать и утвердить в установленном порядке План проведения данного
заседания.
Обкома, райкомам и горкома партии организовать проведение цикла партийных мероприятий, посвященных 115 годовщине работы I съезда РСДРП.
Бюро ЦК, Минским ГК и ОК КПБ организовать участие газеты «Коммунист Беларуси. Мы и время» в Международной выставки средств информации «ТИБО-2013».
Секретариату ЦК КПБ совместно с Белорусским обществом ученых социалистической ориентации организовать постоянно действующий теоретико-методический семинар по вопросам выработки тактики работы КПБ в строительстве социалистического общества.
2. Бюро и Секретариату ЦК, областным и Минскому городскому, районным городским комитетам КПБ усилить внимание к работе первичных парторганизаций, повысить их роль в выполнении решений X съезда партии и последующих Пленумов Центрального Комитета, наращивая их политический, организационный и кадровый потенциал. Продолжать деятельность по воссозданию полномасштабной сети первичных организаций партии во всех регионах
страны.
Бюро, Секретариату ЦК в феврале подготовить и провести республиканский семинар секретарей райкомов, горкомов партии, заведующих отделами организационно-партийной работы обкомов «Партийный комитет – организатор работы первичных партийных организаций».
Областным и Минскому городскому комитетам КПБ в марте-апреле 2013 года обобщить опыт эффективно действующих первичек, ознакомить с ним районные, городские организации партии. Ввести в практику периодическое заслушивание на своих заседаниях не только секретарей райкомов, горкомов, но и первичных парторганизаций.
Райкомам, горкомам в апреле-мае 2013 года провести семинары-совещания секретарей первичных парторганизаций с повесткой дня: «О мерах по активизации деятельности и повышению боевитости первичных
организаций».
3. В феврале-мае 2013 года проанализировать состояние дел, разработать и осуществить конкретные меры, направленные на увеличение численности партийных рядов. Усилить агитационно-массовую и политическую работу по месту жительства, в трудовых коллективах, среди молодежи, сторонников партии в общественных организациях, используя как важнейший резерв для приема в члены партии и укрепления первичных парторганизаций.
Областным и Минскому городскому комитетам КПБ, райкомам и горкомам партии активизировать работу новых первичек, организовав призыв в КПБ в связи с 95-летием со дня рождения Петра Мироновича Машерова (13 февраля т.г.) и 100-летием со дня рождения Кирилла Трофимовича Мазурова (7 апреля т.г.). Подготовить и провести необходимые для этого организационные и информационно-агитационные мероприятия.
Партийным комитетам всех уровней, первичным парторганизациям принять дополнительные меры по активизации внутрипартийной жизни, вовлечению всех коммунистов в повседневную практическую деятельность.
В марте повсеместно провести открытые районные, городские партийные собрания с приглашением на них активистов лево-патриотических общественных организаций и отраслевых профсоюзов: «О месте коммунистов в общественно-политической жизни, повышении их роли и ответственности за стабильное развитие своих регионов и страны, мобилизации масс на выполнение задач, намеченных IV Всебелорусским народным собранием».
Начать активную подготовку участия в избирательной кампании по выборам депутатов местных Советов двадцать седьмого созыва. Провести подбор кандидатов в сельские и поселковые, районные и городские, областные Советы. Организовать подготовку их команд для избирательной кампании, изучение избирательного законодательства и технологий, составление социально-политических паспортов избирательных округов.
Первичным парторганизациям обеспечить личное участие каждого члена партии в реальных делах. Принцип «поручение – каждому» должен действовать в первичке неукоснительно, а контроль за его выполнением –
постоянно.
Совершенствовать технологию проведения партийных собраний, внедрять в практику работы предварительное знакомство коммунистов с вопросами, выносимыми на обсуждение.
Отделу организационно-партийной работы ЦК КПБ до 1 июня 2013 года разработать рекомендации по методике проведения собраний в первичных партийных организациях, повышению их эффективности, направить их через областные Минский городской комитеты КПБ всем секретарям первичек.
Рекомендовать первичным парторганизациям в апреле 2013 года провести партийные собрания с повесткой дня: «Личная ответственность коммуниста за выполнение решений Х съезда партии, последующих Пленумов Центрального Комитета и Устава КПБ».
4. Бюро, Секретариату, ЦК КПБ, обкомам и Минскому горкому, райкомам партии кардинально улучшить работу с партийными кадрами первичного звена по их подбору, расстановке, идейной закалке.
До начала отчетов и выборов в организациях КПБ в 2013 году проанализировать деятельность каждого секретаря первички, провести сверку партийных ячеек, определиться на заседаниях бюро по кандидатурам, которые будут рекомендоваться для избрания на партийных собраниях. Критериями должны быть: высокий авторитет среди товарищей, знания, опыт, настоящий партийный характер, умение работать с людьми, вести их за собой. Твердо соблюдать требование о ротации руководящих органов.
Уделить пристальное внимание учебе партийных кадров, повышению организаторского мастерства и политической грамотности актива первичных парторганизаций.
Ввести в практику работы партийных комитетов ежеквартальные семинары-совещания секретарей первичек для повышения знаний актива по основам научного марксистско-ленинского учения об общественном развитии, ораторского мастерства, особенностям работы с различными категориями граждан и средствами массовой информации, правовым нормам деятельности политических партий. Использовать предстоящий 95-летний юбилей КПБ и БССР в целях восстановления партийно-государственной истории страны в памяти соотечественников, независимо от их социального или
должностного положения, общественного статуса и взглядов.
Бюро ЦК КПБ, «Красноармейской» (парламентской) парторганизации, областным и Минскому городскому комитетам партии с целью повышения политической роли первичного звена предусмотреть регулярные отчеты о своей работе членов Центрального Комитета КПБ, депутатов-коммунистов по месту их постоянного партийного учета.
5. Редакциям газеты «Коммунист Беларуси. Мы и время», интернет-сайта ЦК КПБ расширить публикацию материалов о жизни, деятельности и проблемах первичных партийных организаций, пропагандировать опыт лучших из них.
6. Контроль за выполнением настоящего Постановления возложить на Бюро ЦК КПБ.
