<p>В работе Пленума приняли участие: члены ЦК КПБ и областного комитета партии, секретари  районных партийных организаций не члены обкома партии, члены Минской областной ревизионной комиссии КПБ; заместитель начальника главного управления идеологической работы, культуры и по делам молодежи  Миноблисполкома Хмель Т.Н.;заворготделом  ЦК КПБ  Косенко А.С.</p>
<p>Перед началом заседания первый секретарь обкома партии Худая М.Н. вручила партийные билеты вновь принятым членам партии – 11 чел., в том числе из числа молодежи – 8 чел.</p>
<p>Выступая с докладом Мария Николаевна Худая подвела итоги внутрипартийной и массово-политической работы партийных организаций области в 2014 году и определила задачи на перспективу.</p>
<p>Активное участие коммунисты области принимали в политической жизни страны.  Областной партийной организацией было проведено ряд  политических и патриотических совместных с органами власти и общественными организациями мероприятий и акций, которые оставили заметный след в сознании населения области. В их числе торжественные собрания, посвященные 95-летию образования БССР и создания Коммунистической партии Беларуси, 70-летию освобождения Беларуси от немецко-фашистских захватчиков, которые прошли как в масштабе области, так и в регионах.</p>
<p>Широкий отклик в общественной жизни Минщины вызвала прошедшая 20 августа 2014 года областная патриотическая акция, посвященная 70-летию освобождения Беларуси от немецко-фашистских захватчиков и подготовке к 70-летию Победы советского народа в Великой Отечественной войне. Символично, что открытие акции прошло в новом государственном музее истории Великой Отечественной войны, а завершилась она посещением историко-культурного комплекса «Линия Сталина». </p>
<p>Активность и деловитость в подготовке к проведению общественно-политических мероприятий  проявили коммунисты Слуцкой, Вилейской, Воложинской, Клецкой, Логойской, Молодечненской, Смолевичской и Столбцовской районных партийных организаций.  Проведение данных мероприятий вызвало положительный резонанс среди всех слоев населения Минщины и способствовало   поднятию авторитета партийных организаций области.</p>
<p>Основываясь на программных установках и решениях ЦК КПБ и Минского обкома КПБ,  партийные организации области приняли активное участие   в  избирательной кампании 2014 года, выдвинув кандидатами в депутаты местных Советов 113 коммунистов. В альтернативной борьбе мандаты депутатов местных Советов получили 95  коммунистов, что составляет 84,1% от числа выдвинутых. Каждый девятый член КПБ избран депутатом местных Советов депутатов.</p>
<p>Большинство партийных организаций области ответственно и активно отнеслись к выдвижению коммунистов кандидатами в депутаты местных Советов депутатов и проведению агитационно-массовой работы среди избирателей. Среди них:  Вилейская, Клецкая, Слуцкая,  Несвижская,  Логойская,  Березинская, Стародорожская, Борисовская, Воложинская партийная организации.</p>
<p>Казалось бы, та большая организационная и общественно-политическая работа, которую проводили партийные организации области под руководством бюро обкома партии должна была принести серьезные плоды, особенно в вопросе увеличения численности партийных рядов. Но, к сожалению, этого не произошло. </p>
<p>Так, за 2014 год партийными организациями Минской области было принято в ряды КПБ  94 человека, из них 30 - в возрасте до 31 года. Восстановлено в рядах КПБ  58 человек. Всего принято и восстановлено 152 члена КПБ.  Вместе с тем,  выбытие из рядов партии за прошедший год составило 83 коммуниста. Таким образом, итоговый рост партийных рядов составил  69 членов КПБ. На 01.01.2015г.  Минская областная организация КПБ насчитывает 1029 человек, увеличившись в сравнении с 2013 годом на 107,2%. </p>
<p>По росту рядов партии существенных результатов добились Слуцкая и Вилейская районные партийные организации. Общая численность Слуцкой районной партийной организации достигла  150  чел., Вилейской – 143.</p>
<p> Большое внимание росту рядов за счет приема  молодежи (до 31 года) уделяли в Столбцовском, Логойском, Узденском, Березинском, Вилейском и Слуцком РК КПБ.</p>
<p>Значительно улучшили работу  по росту партийных рядов Столбцовская, Березинская, Логойская, Стародорожская районные партийные организации, хотя такие партийные организации, как Борисовская, Дзержинская, Минская, Несвижская, Солигорская районные и Жодинская городская снизили численность своих рядов к уровню 2013 года. </p>
<p>В целом, несмотря на некоторые определенные успехи партийных организаций области в 2014 году, отдельные из них  медленно совершенствуют стиль и методы агитационно-пропагандистской работы с населением  и, особенно с подрастающим поколением, не всегда держат в поле зрения вопросы повышения эффективности внутрипартийной работы, недостаточно ведут индивидуальную работу по приему в ряды КПБ новых членов, особенно среди молодежи. Работа ряда партийных организаций является пока еще малоэффективной. Среди них:  Солигорская, Пуховичская,  Любанская, Червенская, Минская районные и  Жодинская городская партийные организации.</p>
<p>В заключение своего выступления Мария Николаевна Худая призвала все партийные организации области уделить самое серьезное внимание работе с молодежью, улучшить дисциплину в  уплате партийных взносов и представлении отчетности, равняться на работу Слуцкой, Вилейской и Столбцовской районных партийных организаций, которые являются лучшими по итогам работы в 2014 году. Обратила внимание на выполнение мероприятий совместного «Плана  Минского областного координационного совета общественных объединений и политических партий и Минского областного комитета Коммунистической партии Беларуси по подготовке и участию в праздновании 70-летия Победы советского народа в Великой Отечественной войне и Году молодежи в 2015 году»,  а также на активное участие коммунистов в общественно-массовой работе в регионах области и в предстоящей избирательной кампании по выборам Президента Республики Беларусь.</p>
<p>В прениях выступили члены обкома партии  и приглашенные: председатель ревизионной комиссии областной партийной организации Болотин А.И.; секретарь обкома партии, первый секретарь Слуцкого РК КПБ Довгучиц П.Б.; первый секретарь Воложинского РК КПБ Коваленко И.С.; член ЦК КПБ, первый секретарь Столбцовского РК КПБ Дубовик Н.В.; председатель Налибокского сельского Совета, член Столбцовской районной партийной организации Пилинкевич А.И.; член бюро обкома партии, второй секретарь Минского областного комитета ОО БРСМ Кананович Е.В.; второй секретарь Смолевичсколго РК КПБ, председатель ветеранской районной организации Чечеткина А.И.; член Вилейского РК КПБ, делегат 42 съезда ОО БРСМ, главный специалист отдела идеологической работы, культуры и по делам молодежи Вилейского РИК Мицкевич О.К.; второй секретарь Борисовского РК КПБ, заместитель председателя областной ревкомиссии Александр Семычкин; заворготделом ЦК КПБ Косенко А.С.; заместитель начальника главного управления идеологической работы, культуры и по делам молодежи Миноблисполкома Хмель Т.Н.</p>
<p>Выступающие поделились опытом своей работы на местах, подчеркнули важность и необходимость улучшения взаимодействия с   идеологическим активом области,  общественными организациями, особенно молодежными,  ветеранскими, БРСМ, БСО, ДОСААФ и другими. Также прозвучали предложения обратить внимание на создание системы  политической учебы с молодыми коммунистами по основам марксизма-ленинизма, проводить семинары не только с секретарями районных партийных организаций, но и первичек,  усилить общественно-массовую работу среди всех слоев населения, особенно среди молодежи, учитывая то, что 2015 год – это год особый.</p>
<p>По итогам обсуждения повестки дня было принято соответствующее Постановление. Затем были рассмотрены организационные вопросы.</p>
<p>В завершение работы Пленума первый секретарь обкома партии Худая М.Н. вручила секретарям лучших партийных организаций и лучшим партийным активистам денежные премии,  ценные  подарки и юбилейные медали.</p>
<p>На этом XV Пленум Минской областной партийной организации завершил свою работу.</p>
