IV Всебелорусского народного собрания и Программы социально-экономического развития Республики Беларусь на 2011-2015 годы
Заслушав и обсудив доклад Первого секретаря ЦК КПБ Т.Г.Голубевой «Об участии Коммунистической партии Беларуси в реализации решений IV Всебелорусского народного собрания и Программы социально-экономического развития Республики Беларусь на
2011-2015 годы», Центральный Комитет Коммунистической партии Беларуси отмечает, что IV Всебелорусское народное собрание явилось знаковым событием в общественно-политической
жизни страны и представляет собой реальный механизм прямого участия белорусского народа в управлении государством. Среди делегатов собрания был 51 представитель Коммунистической партии Беларуси, которые активно включились в обсуждение программных документов, определяющих поступательное развитие белорусского общества и государства на новую пятилетку. В ходе всенародного обсуждения Программы социально-экономического развития Республики Беларусь на 2011-2015 годы, а также в период подготовки и проведения президентских выборов партийные организации тесно взаимодействовали с органами власти, левопатриотическими партиями и общественными объединениями, работали в составе инициативных и агитационно-пропагандистских групп, территориальных и участковых избирательных комиссий, проводили пикеты, встречи в трудовых коллективах и с населением по месту жительства.
Все это ярко свидетельствует, что Коммунистическая партия Беларуси в современных условиях остается верной идеалам социальной справедливости и народовластия и в силу этого поддерживает Президента Республики Беларусь А.Г.Лукашенко и предложенный им политический курс на построение сильной, процветающей, социально ориентированной и экономически могущественной страны, занимающей достойную позицию в мире.
Вместе с тем, всевозрастающая глобализация экономических, политических, культурных связей в XXI веке привела к беспрецедентному обострению всех противоречий, поставила перед человечеством проблемы выживания. Современный капитализм организовал изощренную систему эксплуатации ресурсов планеты, целых стран и народов, за счет чего достиг невиданного богатства, которое использует на прокорм своих политических элит и пропагандистской машины, с одной лишь целью не допустить социального взрыва. Ведущие капиталистические страны под
предлогом борьбы за права человека нагло вмешиваются во внутренние дела суверенных государств и диктуют им свою волю. После президентских выборов Беларусь в очередной раз ощутила на себе политику двойных стандартов со стороны ЕС и США, которые, используя всевозможные санкции и ограничения, шантаж и прямое финансирование белорусской оппозиции, пытаются дестабилизировать обстановку в стране.
Все это требует от партийных органов слаженной и скоординированной деятельности со всеми левопатриотическими силами Беларуси с целью противодействия попыткам международного империализма и его пятой колонны внутри страны удушить суверенную белорусскую государственность и народную власть.
Центральный Комитет
Коммунистической партии Беларуси постановляет:
1. Одобрить основные положения Программы социально-экономического развития Республики Беларусь на 2011-2015 годы и поддержать предложенную руководством страны главную цель – рост благосостояния и улучшение условий жизни населения на основе совершенствования социально-экономических отношений, инновационного развитая и повышения конкурентной способности национальной экономики. Дальнейшее совершенствование партийной работы должно осуществляться в соответствии с основными положениями марксистско-ленинской теории и практики, требованиями Программы и Устава Коммунистической партии Беларуси, решениями IV Всебелорусского народного собрания с учетом современной внутриполитической и международной обстановки.
Сосредоточить усилия партийных органов на необходимости активно противодействовать враждебной нам пропаганде. Постоянно проводить контрпропагандистские мероприятия по разоблачению антикоммунизма и антисоветизма. Давать решительный отпор попыткам переписать и фальсифицировать историю, тенденциозным выпадам против Республики Беларусь со стороны недоброжелателей нашей страны и ее руководства, Эту работу проводить в тесном взаимодействии с депутатами-коммуниста-
ми Палаты представителей Национального собрания Республики Беларусь и местных Советов депутатов, учеными и левопатриотической общественностью.
Областным, Минскому городскому комитетам КПБ, райкомам и горкомам партии, первичным партийным организациям в феврале – марте 2011 года на очередных Пленумах и партийных собраниях выработать стратегию и тактику участия партийных организаций в решении задач, поставленных IV Всебелорусским народным собранием и Программой социально-экономического развития Республики Беларусь на 2011-2015 годы с учетом особенностей каждого региона.
2. Бюро Центрального Комитета, партийным комитетам всех уровней, первичным организациям КПБ шире позиционировать деятельность Коммунистической партии Беларуси по участию в реализации задач социально-экономического развития Республики Беларусь на 2011-2015 годы. Развернуть широкое разъяснение членам партии, всем слоям населения белорусского общества, молодежи и ветеранам принципиальных положений доклада Президента Республики Беларусь А.Г.Лукашенко на IV Всебелорусском народном собрании, Программы социально-экономического развития Республики Беларусь на 2011-2015 годы.
Коммунистам, работающим в различных отраслях народно-хозяйственного комплекса Беларуси, личным примером в труде организовывать трудящихся на выполнение программных параметров развития регионов и республики в целом.
ОК и Минскому ГК КПБ совместно с учеными «БелОРУСО» провести научно-практические семинары по изучению материалов IV Всебелорусского народного собрания на основе методологии марксизма-ленинизма с целью разработки механизмов решения актуальных общественно-полити­-
ческих и социально-экономичес­ких проблем и дальнейшего развития теории и практики партийной работы.
Секретариату, отделу идеологической работы ЦК КПБ внести в планы политической учебы и политпросвещения на 2011 год дополнительно тему: «Наш исторический выбор – независимая, сильная и процветающая Беларусь».
Разработать тематику выступлений членов агитационно-пропагандистских групп, методические материалы для них по документам IV Всебелорусского народного собрания. В феврале-июне 2011 года организовать выступления коммунистов-деле-
гатов IV Всебелорусского народного собрания в трудовых коллективах по актуальным вопросам социально-экономической и политической жизни страны.
3. Бюро, Секретариату ЦК КПБ, областным, Минскому городскому комитетам партии усилить партийное руководство деятельностью коммунистов в Национальном собрании Республики Беларусь, местных Советах депутатов всех уровней, органах местного самоуправления по повышению качества жизни граждан, их надежной социальной защите. Соединять помощь депутатов-коммунистов с высокой требовательностью к ним за выполнение партийных решений по всемерному использованию парламентских возможностей для отстаивания интересов трудящихся, усилению влияния партии в массах.
Коммунистам-депутатам местных Советов депутатов инициировать создание территориальных органов общественного самоуправления, подобрать наиболее активных членов КПБ в их состав и руководящие органы.
В апреле-сентябре 2011 года заслушать отчеты депутатов-коммунистов о нормотворческой работе по защите интересов
граждан Беларуси и конкретных регионов, в которых они
избраны.
4. Бюро ЦК КПБ, областным и Минскому городскому комитетам партии настойчиво совершенствовать формы и методы работы по объединению усилий всех левопатриотических сил и общественных движений, оценки или действия которых совпадают с позицией нашей партии, в реализации Программы социально-экономического развития Республики Беларусь на 2011-2015 годы. Выступить с инициативой проведения в апреле-мае 2011 года заседания Республиканского и областных координационных Советов левопатриотических сил для выработки совместных форм своего участия в выполнении решений IV Всебелорусского народного собрания.
Горкомам, райкомам, первичным партийным организациям систематически анализировать ситуацию, складывающуюся в гражданском обществе региона, периодически заслушивать отчеты коммунистов, работающих в профсоюзах, обществе «Знание», общественных объединениях «Белая Русь», «Белорусский союз офицеров», «БРСМ», в Советах ветеранов, женских и других левопатриотических организациях.
5. Бюро, Секретариату ЦК КПБ, ОК и Минскому ГК КПБ наращивать информационное присутствие партии в сети Интернет. Расширять сеть региональных сайтов. В полной мере использовать растущие возможности Интернет-пространства для работы с молодежью, интеллигенцией и средствами массовой информации в интересах доведения позиции Коммунистической партии Беларуси до широких слоев населения, пропаганды идей социализма. Продолжить практику финансирования информационного фонда и Интернет-сайта КПБ.
Редакции газеты «Коммунист Беларуси. Мы и время» продолжить публикацию материалов по актуальным проблемам социально-экономического развития Беларуси, роли партийного актива и коммунистов-делегатов IV Всебелорусского народного собрания в реализации задач текущей пятилетки.
6. Учитывая патриотический подъем в обществе, вызванный убедительной победой народного президента на состоявшихся в 2010 году президентских выборах, активизировать работу первичных, районных и городских партийных организаций по при-
ему в партию, организационному и кадровому укреплению партийных организаций и повышению ответственности коммунистов за выполнение норм Устава КПБ и партийной дисциплины.
7. Контроль за выполнением данного Постановления возложить на Бюро ЦК КПБ.
