Президент провел совещание о ситуации на потребительском и валютном рынках.

Уважаемые товарищи!
В очередной раз, к сожалению, мне приходится напоминать о первостепенной задаче, на решении которой необходимо было тогда и теперь сконцентрировать все силы и средства.
Ни для кого не секрет, что по наиболее серьезным вопросам производится мониторинг в обществе и в государстве. Совсем недавно работала группа, которая осуществляла мониторинг общественного мнения. Я позволю себе вам некоторые данные привести, мы их не обнародуем – но в данном случае я хочу вам их привести.
Основные вещи, которые должны вас касаться. В частности, за два последних месяца число граждан, уверенных в завтрашнем дне, снизилось: их было два месяца назад 65%, сегодня – примерно 45. Число граждан, не уверенных в своем будущем, соответственно, повысилось.
Снизился уровень удовлетворенности жизнью. Сегодня о том, что их в той или иной мере устраивает жизнь, заявляют около 60% граждан (было почти 70).
Увеличилось число граждан, указавших на ухудшение своего положения, – примерно на 8 – 10%.
С марта 2011 года более чем вдвое увеличилось число граждан, указывающих на ухудшение социально-экономического положения в стране.
Основная причина беспокойства граждан – резкий рост цен.
20% граждан волнует снижение зарплаты. Столько же волнует то, что не могут купить валюту, – 20%.
Об отношении к власти – на вопрос, кто виноват в ухудшении вашей жизни, – наибольшее число граждан, примерно 25%, ответило: виноваты мы сами. Удивительно. Удивительно для белорусов, что четверть населения считает, что они сами виноваты.
Второе место, на процент меньше, 24%: виноват мировой финансовый кризис.
Примерно 20% обвиняют Правительство и местные органы власти.
10% – Президента страны.
Если говорить о персоналиях, то обвинения прежде всего направлены против Национального банка и лично руководителя Национального банка за действия или бездействие, которые привели к этой ситуации!
Радует то, что когда у людей спросили о протестных акциях, только 3 – 5% готовы протестовать.
Я как Президент, вы это понимаете, не могу не реагировать не только на результаты этого закрытого исследования, но и на ту ситуацию, которая складывается на валютном и потребительском рынках.
...Перед Правительством и Нацбанком была поставлена задача: ликвидировать диспропорции, которые накопились в последние годы, обеспечить динамичное сбалансированное развитие экономики.
Удалось ли решить этот вопрос? Сегодня вы мне об этом доложите.
И правильно народ говорит: сами виноваты, что создали этот ажиотаж.
По крайней мере, я предупреждал всех: будет ажиотажный спрос – начнут прыгать цены (на валюту – это тоже товар, на сахар, на уксус и все прочее).
Какая необходимость свозить соль из магазинов и прятать под кровать или в гаражах?! Какая необходимость?! У нас два месторождения соли, и мы это показали по телевидению, спасибо журналистам. Мы сегодня весь мир обеспечиваем этой солью.
Наши товары, как я уже сказал, не пускают на традиционные рынки. Вы помните, когда Москва ограничила выдачу кредитов в России для покупки белорусских товаров, когда нас вытолкнули из госзакупок и создали ряд барьеров и мы вели «войну» фактически для того, чтобы они сняли ограничения в торговле с нашими товарами? Но россияне открыто сказали: «Мы свое продать не можем. Мы из бюджета и резервов, золотовалютных резервов выкидываем огромные средства, поэтому извините, ваши товары нам в России не нужны».
Это мы все проходили.
Правительству, губернаторам, министрам – в течение недели обеспечить полный ассортимент товаров в торговых сетях.
Всякий рост цен с сегодняшнего дня должен жесточайшим образом пресекаться. Вот и вся рыночная мера. Повторите это тысячу раз из моих уст в средствах массовой информации. Всякий рост цен должен жесточайшим образом пресекаться! Только с разрешения губернаторов и Премьер-министра можно корректировать цены в сторону увеличения. Если это надо. Но это надо будет восьми должностным лицам, назначенным мною, доказать и получить от них разрешение.
Я почему сужаю этот круг? Потому что нет тех товаров сегодня, на которые надо было бы повысить цены. А если на что-то и надо – то вот эти 8 человек и примут решение. Решения должны по мере поступления приниматься незамедлительно в течение суток.
Комитет государственного контроля, Правительство, губернаторы наделяются с сего дня всеми полномочиями по решению проблем потребительского рынка, дисциплины, порядка на производстве и в стране. И прошу ко мне не обращаться с жалобами, что Комитет государственного контроля, милиция или органы власти, контролируя, выполняя поручения Президента и контролируя дисциплину труда, кого-то «застукали» в магазине в то время, когда он должен быть на строительной площадке, на заводе, на фабрике. Не ждите, повторяю, никаких указаний, выгоняйте с работы сразу.
Запомните одно – спокойной жизни нам не дадут. Мы это знали в середине прошлого года. Нас предупреждали: мы вам в апреле – мае покажем кузькину мать. То и сделали. Начали со слухов, породили ажиотаж, сегодня это просто делать при интернете и других «демократических» основах построения общества. Очень просто, хорошо, что еще воевать не начали, как это в Ливии, Египте, Тунисе... Бойня идет вокруг. Так очнитесь и возьмитесь за ум, как в народе говорят, если хотите жить в спокойной стране и ходить по нормальным улицам. И вы сегодня видите, кто подстегивает этот ажиотаж и кто хочет прихватить все лучшее, что есть в Беларуси. Активы им, видите ли, давай! И запомните, мы должны из любой ситуации выходить сами. Если нам помогут там антикризисные разные фонды, это будет в плюс, но рассчитывать надо на себя. Тем более, что возможность для этого есть.
Еще раз подчеркиваю: никакой бандитской распродажи страны не будет. Никто ничего не купит без моего ведома. По Закону и Конституции, я последним ставлю подпись при продаже лакомых кусков Беларуси. Никакой чиновничьей и прочей приватизации не будет. Я уже это сказал после выборов.
Бедных надо поддержать, немощных надо поддержать. Я подписал Указ о повышении пенсий. И это первое повышение. Студенты придут учиться – их надо поддержать, это будущее нашей страны. А всех тех, кто сегодня может работать, – надо заставить работать. Работы сегодня хватит всем. Это тоже наша задача.
Я не снимаю вины ни с себя, ни с тех, кто сегодня здесь за этим столом. Коль создалась такая ситуация – мы должны были предвидеть ее и предупредить. По крайней мере, смягчить. Поэтому вина лежит на нас. Но не в меньшей степени – сегодня на людях, которые создали эту ситуацию. Благо,что они в социологическом опросе каждый третий обвиняет себя.
Но пеплом голову посыпать нечего. Те социальные проблемы, которые мы решили, хоть они и дороговато нам обходятся, но их надо было решать. И за это надо платить. И люди должны понимать, кому-то мы жилье построили, кому-то образование дали, кого-то от смерти спасли в больнице и так далее. Это дорогого стоит. И это надо было делать!
Но сегодня ситуацию, этот пожар, который уже угасать начал, его надо достойно потушить. И следующим шагом – принять меры по защите населения. Мы выйдем из этой ситуации. Мы получим и достигнем тех целей, которые поставили. Но только когда вместе – и народ, и власть. Другого не дано.
