Участие в ней, помимо 63 делегатов, представляющих все первичные организации района, приняли также и представители Минского горисполкома, администрации Октябрьского района Минска, руководители и заместители руководителей по идеологической работе предприятий, учреждений, организаций, учебных заведений, детских дошкольных учреждений, руководители общественных объединений Октябрьского района Минска. Всего – более 150 человек.<br />
Нынешняя Конференция подвела итог почти годовому периоду в работе Октябрьской районной партийной организации. Периоду, надо признать, достаточно непростому и до предела насыщенному важнейшими общественно-значимыми событиями. Выборы в Минский городской Совет депутатов 26-го созыва, 65-летие Великой Победы, и, наконец, IV Всебелорусское народное собрание и выборы Президента Республики Беларусь 19 декабря прошлого года – вот наиболее заметные мероприятия, непосредственное участие в которых принимал районный комитет, сформированный в феврале 2010 года.<br />
– Созыв Конференции был продиктован двумя основными причинами, – отметил, открывая работу партийной конференции, секретарь Минского ГК, первый секретарь Октябрьского РК КПБ Владимир Владимирович Тюхай. – Во-первых, предстоит подвести итоги участия районной организации в событиях, имевших место за отчетный период, отметить как достижения, так и указать на имеющие место недостатки, определить приоритеты в работе районного комитета на ближайшую перспективу. Во-вторых, значительное расширение состава районной организации требует рассмотреть ряд кадровых вопросов, переформировать выборные руководящие органы, а также по совету с вами, уважаемые делегаты, определить конкретные приоритетные направления партийного строительства и развития взаимодействия с предприятиями, организациями, учреждениями, государственными органами и общественными объединениями Октябрьского района города Минска.<br />
Отчетный период был отмечен двумя важнейшими общественно-политическими кампаниями – состоялись выборы в Минский горсовет и выборы Президента Республики Беларусь. Для политической партии эти мероприятия являются основными и во многом определяют ее формы и направления дальнейшей деятельности. Районная организация КПБ принимала непосредственное участие во всех этапах избирательных кампаний. Если на выборах в Минский городской Совет депутатов в составе участковых избирательных комиссий работало 24 представителя от КПБ, то на выборах Президента уже 37 человек были выдвинуты в состав участковых комиссий от районной организации Компартии Беларуси, еще 16 человек – членов партии – были выдвинуты в состав комиссий от других общественных объединений, трудовых коллективов, профсоюзов, путем сбора подписей. Таким образом, в абсолютном большинстве комиссий были представлены члены КПБ. То же самое имело место и в случае выдвижения наблюдателей. На выборах в Мингорсовет – только 6 человек, на президентских выборах – 82 представителя от КПБ наблюдали за ходом голосования.<br />
Особое место в работе районной организации занимала подготовка к IV Всебелорусскому народному собранию. Районный комитет КПБ принял непосредственное участие в агитационных мероприятиях по разъяснению населению положений Программы социально-экономического развития Республики Беларусь на 2011-2015 годы. Во взаимодействии с районной организацией Республиканского общественного объединения «Белая Русь» был организован ряд пикетов в поддержку вынесенного на всенародное обсуждение проекта Программы, в которых приняли участие представители общественности района.<br />
– Результаты выборов Президента Республики Беларусь показали, что проводимый руководством страны политический и социально-экономический<br />
курс пользуется безусловной поддержкой абсолютного большинства населения республики. Вместе с тем, несмотря на предоставленные им беспрецедентные возможности в проведении агитационной кампании, те, кто называют себя представителями оппозиционных сил, все эти альтернативные кандидаты и им подобные, показали белорусскому народу, да и всему мировому сообществу, свою абсолютную политическую несостоятельность и ущербность. Не имея возможности победить в честной и открытой конкурентной борьбе, опираясь на заинтересованные силы за границей, местные деструктивные элементы сделали ставку на провокации, наивысшей точкой которых стали события на площади Независимости 19 декабря 2010 года. На местах их сообщники тоже не оставались в стороне – попытки найти нарушения там, где их нет, привлечь внимание к несуществующим препятствиям в избирательной кампании давно уже стали фирменным стилем наблюдателей и членов комиссий от оппозиционных структур. Решительное противодействие таким намерениям требует эффективной работы всех заинтересованных, – отметил, обращаясь к делегатам и гостям Конференции Владимир Тюхай.<br />
Участие общественных объединений и политических партий в общественно-политических событиях – дело государственной важности, и не случайно в этом плане общественность всегда рассчитывает на поддержку и понимание государственных органов. С этим тезисом первого секретаря районного комитета партии участники Конференции согласились полностью, отметив, что сегодня у общественных объединений района нет ни малейших оснований жаловаться, что со стороны местных властей не были созданы все необходимые условия для эффективной деятельности общественных объединений и политических партий в районе.<br />
Деловые конструктивные отношения у районного комитета КПБ налажены с абсолютным большинством предприятий, организаций, учреждений района. И не случайно по инициативе руководства районной партийной организации в качестве гостей на Конференцию были приглашены представители практически от всех предприятий, учреждений и организаций Октябрьского района города Минска. Объединение усилий всех заинтересованных – государственных органов и представителей общественности – для достижения общественного согласия и мобилизации усилий, направленных на выполнение задач, поставленных IV Всебелорусским народным собранием, остается стратегическим приоритетом в политике районной организации Компартии Беларуси. «А если среди наших коллег еще есть сомневающиеся относительно сотрудничества с нами, хочу уверить их, что мы приложим максимум усилий, чтобы довести до них простую истину – деятельность Коммунистической партии Беларуси и наше с вами сотрудничество осуществляется исключительно во имя интересов Республики Беларусь», – подвел итог обсуждению этого вопроса первый секретарь районного комитета Владимир Тюхай.<br />
Делегаты Конференции единогласно отметили, что за отчетный период Октябрьским районным комитетом КПБ города Минска была проведена соответствующая работа по участию структур районной организации во всех важнейших событиях общественно-политической жизни района, Минска и Республики Беларусь в целом, что способствовало информированию населения Октябрьского района, трудовых коллективов предприятий, учреждений и организаций, общественных объединений о деятельности Коммунистической партии Беларуси и популяризации членства в ней, позволило увеличить численность районной организации, оптимизировать организационную структуру. В связи с проведением в 2011 году Х Съезда Коммунистической партии Беларуси, а также предстоящими в 2012 году выборами в Палату представителей Национального собрания Республики Беларусь было принято решение особое внимание уделить дальнейшему совершенствованию организационной структуры и росту численности рядов районной организации Компартии Беларуси, укреплению взаимодействия с общественными объединениями, предприятиями, учреждениями, организациями Октябрьского района Минска, широкому информированию населения и трудовых коллективов района о деятельности КПБ и популяризации членства в партии, а также участию в подготовке и широком обсуждении проекта новой редакции Программы КПБ, дальнейшему развитию сотрудничества с лево-патриотическими силами района. К<br />
слову, именно на конференции районные организации КПБ и РОО «Белая Русь» выступили с инициативой разработать план совместных мероприятий, приуроченных к государственным праздникам, памятным датам белорусской истории, иным общественно значимым событиям. Планируется обеспечить более эффективное участие в подготовке и проведении этих мероприятий представителей всех общественных объединений Октябрьского района Минска, а также уделить более пристальное внимание развитию регионального и международного сотрудничества.<br />
В завершение конференции ряд делегатов и гостей за активное участие в общественной жизни Октябрьского района и развитии сотрудничества с районной организацией КПБ были награждены Почетными грамотами районного комитета. Среди них – представители учреждений образования, в том числе, директора школ Елена Васильевна Гаврик, Татьяна Владимировна Климко, Марина Васильевна Марченко; предприятий и организаций района: председатель Октябрьской районной организации РОО «Белая Русь» Александр Александрович Нехайчик, избранные в состав районного комитета КПБ.</p>
