Дорогие друзья! От имени Центрального Комитета Коммунистической партии Беларуси горячо и сердечно приветствую участников Пленума ЦК КПРФ и Пленума Центрального Совета Союза Коммунистических партий - КПСС.</strong></p>
<p>Символично, что на фоне современных глобальных мировых процессов предстоящий вековой юбилей Великого Октября приобретает особую актуальность и значимость, а идеи построения социализма трансформируются в общественно-политическую практику с новым звучанием. Эта мысль находит свое подтверждение в обстоятельном и научно выверенном докладе Геннадия Андреевича и объединяет не только нас – коммунистов постсоветского пространства, она является идейной основой деятельности широкого спектра политических партий и общественных организаций левого толка в международном масштабе. В этом я смог убедиться, участвуя в двух авторитетных международных политических форумах: международной встрече коммунистических и рабочих партий в Эквадоре и международном семинаре «Политические партии и новое общество» в Мексике. </p>
<p>Действительно, мировые прогрессивные общественно-политические силы, как и прежде, ищут ответы на современные вызовы и угрозы. Тогда, на рубеже 19 - начала 20 веков, был сделан первый и важный шаг в понимании возможности иной альтернативы для развития царской России. А деятельность партии большевиков под руководством В.И. Ленина стала воплощением преобразующей марксистской идеи, которая была заявлена на I съезде РСДРП в Минске и нашла свое практическое воплощение в последующих событиях Великой Октябрьской социалистической революции и построения первого социалистического государства – СССР. </p>
<p>Октябрьская революция изменила взгляд миллионов людей на общество, на свое место в нем. Впервые в истории человек труда почувствовал свою значимость, превратился из средства в цель социального развития. </p>
<p>Сегодня осмысляя опыт прошлого, анализируя теорию и практику социалистического строительства, мы вырабатываем стратегию и тактику современной политической деятельности, консолидируем свои силы в борьбе против Капитала, за светлое будущее народов, во имя добра, мира и созидания. </p>
<p>Историческое значение Великой Октябрьской социалистической революции заключается в том, что все события и процессы ХХ столетия происходили с учетом и под влиянием коммунистической идеологии. Капитализм утратил монополию определять экономический уклад жизни людей, а буржуазия – способы взаимодействия власти и граждан.</p>
<p>Но мы должны понимать, что Капитал не отступит без боя, а трудящимся еще предстоит нелегкая и порой жесткая борьба за свои интересы, за свою народную власть. Ведь революция – это не просто смена власти. Это целостная концепция преобразования современного мира и окружающей нас действительности.</p>
<p>С этим не могут смириться апологеты капитализма и стараются вытравить из сознания народных масс величие и дух Октябрьской революции, прилагают немалые информационно-пропагандистские усилия и вкладывают огромные средства для очернения достижений социализма и его роли в изменении сознания людей труда по отстаиванию своих законных интересов. Империалистические круги пытаются повернуть вспять естественный исторический процесс общественного развития. </p>
<p>Однако только социалистический путь способен вывести современное общество из кризиса, спасти человеческую цивилизацию от войн, межнациональных конфликтов, нищеты, бездуховности, ликвидировать социально-политическую основу терроризма и другие общественные и нравственные пороки, порожденные властью капитала и либеральной идеологией.</p>
<p>Благодаря Великой Октябрьской социалистической революции на практике были реализованы и ленинские принципы национальной политики. И об этом сегодня стоит напомнить некоторым «великим демократам» как на западе, так и в нашей братской Украине, где пытаются придать забвению роль Ленина и Советской власти в формировании украинской национальной государственности.</p>
<p>В одном строю, вместе с братскими народами Страны Советов строили новую жизнь и трудящиеся Советской Белоруссии. В братском союзе впервые за многовековую историю наша страна обрела национальную государственность, объединила исторические белорусские земли. Республика вошла в десятку наиболее развитых стран мира, обеспечив равноправие и гармоничное развитие представителей более чем 100 наций и народностей, проживавших на ее территории. Из отсталой окраины Российской империи – Северо-западный край превратился в индустриально-аграрную республику со всеми атрибутами государственной власти, с передовой наукой, развитыми машиностроением и легкой промышленностью, крупнейшими в Европе нефтехимическими предприятиями и современным сельскохозяйственным комплексом. </p>
<p>И тем очевидней для нас, коммунистов, сегодня видится целенаправленная работа по углублению интеграционных процессов на постсоветском пространстве. Только в братском союзе мы можем выстоять и преодолеть современные вызовы и угрозы.</p>
<p>Как вы знаете, Запад с завидным постоянством предпринимает попытки реализовать замысел цветных революций и переворотов на постсоветском пространстве с целью смены не только политического руководства, а в целом политической стратегии. Где-то это удается, как в Грузии, Киргизии, Украине, где-то еще верстаются под диктовку ЦРУ новые планы. Пик такой активности, как правило, приходится на президентские выборы. Осенью 2015 года в Республике Беларусь пройдут очередные выборы Президента страны, которые западные «доброжелатели» не преминут использовать в очередной раз для попытки дестабилизации обстановки в Беларуси разворота курса страны на 180 градусов. </p>
<p>Напомню, что в отношении Беларуси вот уже 20 лет развернута беспрецедентная психологическая и информационная война, которая не прекращается до сих пор. На основе односторонней, тенденциозной и искаженной информации европейские структуры и США ввели санкции против государственных должностных лиц страны и белорусских предприятий. Они пытаются финансовыми вливаниями взращивать внутри страны структуры гражданского общества, которые в народе окрестили пятой колонной. Именно она с подачи западных кукловодов должна стать движущей силой белорусского майдана.</p>
<p>Несмотря на это, благодаря политической воли и твердости духа Александра Григорьевича Лукашенко Беларусь уверенно идет по выбранному народом пути развития, в основе которого завоеванные Октябрем идеалы мира, добра, свободы, равенства и социальной справедливости.</p>
<p>Беларусь - одно из немногих государств постсоветского пространства, не свернувшее в исторический тупик по подсказкам западных советчиков. Политическое руководство не допустило бездумного развала экономики и сохранило народное достояние, созданное поколением советских людей. Гражданская позиция, твердо высказанная избирателями на референдумах, отстояла основные социальные завоевания советского строя и не допустила либерально-рыночного беспредела, навязанного Западом другим государствам социалистического лагеря. </p>
<p>Коммунистическая партия Беларуси осознанно и последовательно поддерживает курс, проводимый Президентом Лукашенко А.Г., так как данный курс совпадает с Программными целями КПБ и выработанной партией стратегией деятельности.</p>
<p>Белорусская модель развития основывается на системе социально-нравственных ценностей, рожденных Великим Октябрем. Мы не допустили повальной приватизации. Недра, земля, такие важные отросли экономики, как энергетика, транспортная система, крупные промышленные и сельскохозяйственные предприятия, от которых зависит структура экономики, в Беларуси находятся исключительно в государственной форме собственности, и это закреплено на законодательном уровне. Государство активно регулирует экономику и финансовую систему, обеспечивает равный доступ граждан к качественному образованию и медицинскому обслуживанию, вовремя выплачивает пенсии и социальные пособия, дотирует населению оплату жилищно-коммунальных услуг, выделяет льготное кредитование на строительство жилья многодетным семьям, предоставляет право на бесплатный проезд в общественном транспорте для детей и подростков, реализует ситему льгот для ветеранов и инвалидов.</p>
<p>Уровень безработицы в стране составляет 0,5 процента от экономически активного населения. В условиях мирового кризиса и нестабильности международного рынка экспортно-ориентированная экономика Беларуси демонстрирует пусть не большой, но все-таки рост экономического развития. Так рост ВВП в 2013 году составил 101 процент, по итогам 2014 года - 101,6 процента. </p>
<p>В Беларуси самое низкое социальное расслоение. Соотношение доходов 10 процентов самых богатых и самых бедных достигает 4-5 раз, в то время как в России – почти 20 раз, а в Европе – 8-10 раз. По данным Ресурсного центра Фонда ООН в области народонаселения ожидаемая продолжительность жизни белорусов увеличивается ежегодно на 4 месяца. В стране освоен и внедрен ряд передовых медицинских технологий высочайшего мирового уровня. Уровень младенческой смертности составляет 3,6 процентов. Это самый низкий показатель среди стран СНГ. По этому же показателю Беларусь опережает и ряд западных стран, включая Великобританию и США.</p>
<p>По индексу развития человеческого потенциала наша страна занимает прочное место в категории стран с высоким уровнем развития, опережая Россию, Украину, Казахстан и другие страны СНГ. А в рейтинге стран по уровню социального развития в 2014 году Беларусь заняла 58 место из 132 стран, продемонстрировав хорошие результаты в сфере питания, медицинской помощи, доступности базового образования, обеспечения жильем, личной безопасности и других. </p>
<p>Компартия Беларуси поддерживает Президента А.Г. Лукашенко и в осуществлении независимой политики, защите национальных интересов страны, в отстаивании права белорусского народа выбирать собственный путь развития. Все это воспринимается глобалистами как неслыханная дерзость. Запад и их подголоски в Беларуси готовы использовать любые методы, чтобы ввергнуть республику в хаос, лишь бы привести к власти своих ставленников и расширить пояс враждебности вокруг России.</p>
<p>Завершая свое выступление хочу внести ряд предложений:</p>
<p>1. В июне пройдет XI (XLII) внеочередной Съезд Компартии Беларуси, на котором мы планируем определить формат своего участия в предстоящей президентской избирательной кампании. Вместе с тем в рамках съезда мы хотим актуализировать тему левых идей и широкой лево-патриотической коалиции, которая выступает в поддержку ныне действующего главы государства. Тем более, что сегодня всевозможные партийки социально-демократического толка предпринимают создание своей так называемой коалиции не без участия европейских объединенных левых. В этой связи мы хотели бы пригласить на съезд представителей крупных коммунистических и левых партий мира с целью придания большего общественного резонанса социально-ориентированному курсу белорусского государства под руководством А.Г.Лукашенко. Поэтому, уважаемый Геннадий Андреевич, попросил бы Вас оказать нам содействие в этой работе и принять участие в съезде.</p>
<p>2. Сейчас коммунистическому и рабочему движению как никогда нужна консолидация сил. А значит, назрела необходимость создания очередного Коммунистического интернационала. Для этих целей нам нужно шире использовать площадку СКП-КПСС, куда можно было бы приглашать в качестве наблюдателей коммунистические и левые партии, не входящие в данное объединение. Здесь же необходимо развернуть серьезную теоретическую работу по анализу и осмыслению современных общественно-политических и социально-экономических процессов на методологии марксистско-ленинского учения.</p>
<p>3. Учитывая историческую и политическую важность предстоящего 70-летия Победы в Великой отечественной войне с точки зрения формирования нравственно зрелого молодого поколения считал бы целесообразным инициировать через депутатов коммунистов разработку и принятие законодательных норм, закрепляющих ответственность за фальсификацию истории Второй мировой и Великой отечественной войн.</p>
<p>4. В этом году необходимо продолжить практику развития международного студотрядовского движения и сформировать силами КПРФ, КПУ и КПБ студенческий строительный отряд имени 100-летия Великого Октября. Мы готовы принять такой отряд в Минске на строительстве социально значимого объекта.</p>
